Considerable policy change has been initiated with the recent labour market reforms in Germany. Discussing these reforms, commentators focused on the national factors driving these changes, while the ‘European’ dimension of labour market policy-making was largely neglected. By contrast, in the literature on European social policy, the capacity of the European Employment Strategy (EES) to contribute to domestic policy change is much discussed. Accordingly, this article asks whether the neglect of the EES in the labour market policy literature results in incomplete explanations of policy change; or, put differently, did the EES possess the capacity to effectively Europeanise German labour market policy? It is concluded that the EES did not possess the capacity to Europeanise German labour market policy to any significant extent. Thus, its neglect appears to reflect the insignificance of the EES so far.  相似文献

Although there seems to be a broad consensus among economists that purely floating or completely fixed exchange rates (the so-called corner solutions) are the only viable alternatives of exchange rate management, many countries do not behave according to this paradigm and adopt a strategy within the broad spectrum of exchange rate regimes that is limited by the two corner solutions. Many of these intermediate regimes are characterized by significant foreign exchange market interventions and a certain degree of exchange rate flexibility with non-preannounced exchange rate targets. While academic research in this area usually concentrates on some specific aspects of intermediate regimes (such as the effectiveness of interventions or institutional aspects), managed floating has rarely been analyzed as a comprehensive monetary policy strategy. In this paper, we present a monetary policy framework in which central banks simultaneously use the exchange rate and the interest rate as operating targets of monetary policy. We explain the mechanics of foreign exchange market interventions and sterilization and we explain why a central bank has an interest of controlling simultaneously the two operating targets. We derive the monetary policy rules for the two operating targets from a simple open economy macro model in which the uncovered interest parity condition and the monetary conditions index play a central role.  相似文献

Apart from collisions with road or rail vehicles and falls from height, self inflicted blunt force is a rare suicide method and mainly seen in psychiatric patients. The paper presents a rare case of suicide by active blunt force. A 68-year-old man committed suicide by repeatedly hitting his head with a stone. He sustained a craniocerebral trauma and finally died from hypothermia due to the low outdoor temperature. According to the relatives, the man was not diagnosed with a mental disorder or suicidal tendencies. Uncommon manners of self-harm are challenging for those involved in the investigation, and a differentiation between suicide, accident and homicide can only be made in synopsis of all findings.  相似文献

Recent policy initiatives by the European Commission envisage an increased criminalization of offences against the environment, bringing the deterrent power of criminal law to bear on environmental violators in order to increase environmental quality. This paper examines some of the implications of such initiatives from a law-and-economics perspective. We show that increased criminalization does not necessarily lead to higher environmental quality. Budget-constrained regulators mandated with minimizing environmental damages can lose their ability to incentivize violators to report their misconducts in the presence of criminal prosecution. Therefore, some of the damages that otherwise can be remediated go undetected. The mechanism results from the subtle interplay of the current regulatory structure and the incentives of the environmental criminal justice system.  相似文献

ABSTRACT

Perceptions of threat from Russia’s military activities in Ukraine and President Trump’s critical attitude towards NATO have put the idea of a common European army on the agenda of European politics. Do these strategic threat perceptions also influence public support for the creation of a common European army? Previous research has largely overlooked strategic threat perceptions as individual-level determinants of public support for a common European army. This article explores the empirical relationship between strategic threat perceptions and support for a common European army at the individual level of analysis with representative German survey data from 2018. The multivariate analysis shows that perceiving Russia’s military activities in Ukraine as a threat to Germany’s security, and U.S. foreign and security policy as a threat to the cohesion of NATO significantly increases support for the creation of a common European army, even when the influence of numerous other determinants is controlled for. The findings highlight the importance of considering strategic threat perceptions in future analyses of public opinion on European defence cooperation and integration.  相似文献

Labour markets across industrialised countries have seen an increasing polarisation between insiders and outsiders as a result of labour market deregulation and welfare retrenchment, with governments responding to rising pressure from employers. But where are trade unions in this process of labour market deregulation and dualisation? Insider/outsider as well as producer coalition approaches portray organised labour as a structurally conservative force that is ready to prioritise the interests of insiders at the expense of those at the margins of the labour market. Rather than protecting the entire working class, unions are seen as being “complicit” in labour market dualisation that leaves an ever greater number of workers vulnerable. Our examination of the Korean case, though commonly perceived as an example of unions pursuing particularistic interests, does not comply with this image, but shows greater union inclusiveness in the face of socio-economic and socio-political challenges. Understanding the change in Korean trade union strategies, we highlight the critical importance of union identities shifting towards social movement unionism, in addition to the perceived imperative to revitalise the movement in order to remain a meaningful social force.  相似文献
