This article explores Timor Leste's experience of reportingunder the reformed international human rights treaties reportingsystem during the period 2004–2007. Whilst consciousnesshas grown of the difficulties faced by states by the duplicationof treaty reporting processes and the resource burden representedby reporting, the reforms instituted to date have been comparativelyminor. Timor's experience with the new Common Core Document(CCD)/treaty-specificdocument format affirms that reporting serves useful purposes,particularly in stimulating human rights education initiatives,government/NGO collaboration and awareness of human rights gapsin practice. The reformed process highlights cross-cutting humanrights matters. Yet, significant challenges remain, particularlyfor developing, post-conflict states, before reporting willattain its desired potential of support for improved human rightspromotion and protection at the national level. The CCD itselfraises complex conceptual difficulties needing resolution. Thereremains a paucity of appropriate methodological tools to supportthe reporting process and facilitate the integration of humanrights and development goals. Further work is thus needed toshape a sustainable process for reporting.  相似文献

Canguilhem considered the lived reality of a disease that makes a person visit a doctor with clinical complaints as more important than the deviance that may be detected in the laboratory. He also insisted that doing medicine is a technique mobilized to improve life rather than an assemblage of neutral scientific facts. But these two ways of insisting on lived reality have different consequences. In line with the second, I present various ways in which clinical normality and laboratory normality are handled in current day medical practice. I consider where that leaves the first approach of setting standards. The multiplicity of normalities detected raises the question of how the various medical normalitiesrelate. For if they hang together coherently, medicine, by normalizing, might actively help to order the society of which it forms a part. But what if the various medical normalities contradict each other and inform different orders?  相似文献

The analysis of politics in antiquity presents new opportunities for political science and international relations, particularly the ancient New World ( c . 2000 B.C. to A.D. 1521). Governance through leadership and institutions, collective action, war and peace, alliance dynamics, regional hegemonies, interstate rivalries, and other universal patterns of world politicsexisted in Mesoamerica, antedating the modern state system. We report findings from a study to record systematically the rise and fall of Maya polities in the Mesoamerican political system, using sources from archaeology and epigraphy. Based on tests of competing hypotheses and new distribution statistics and hazard rates (survival analysis) for 72 Maya polities, our findingssupport a model of Maya political dynamics based on Preclassic origins, punctuated phases of development, multiple cycles of system expansion and collapse, and weaker political stability for increasingly complex polities. We draw two main implications: (a) a new theory of the Maya political collapse(s), based on their failure to politically integrate; and (b) confirmation for a newperiodization of Maya political evolution, different from the traditional cultural periodization, based on several cycles of rise-and-fall, not just one. Our findings may also make possible future investigations in areas such as the war-polarity and war-alliances hypotheses.  相似文献

A crime victim’s relationship to the offender is widely recognized as an important variable in the study of victims and the criminal justice system. However, studies concerning comparisons of the needs of victims at various relational distances to the offender are lacking. The authors studied how the victim’s need for protection and punishment correlated to the victim’s relational distance to the offender. The authors distinguished more than the usual two victim-offender relationships (known vs. stranger offender), so that the needs of victims at intermediate relational distance (offender is known to the victim, but not an intimate) to the offender might become visible. A total of 370 victims were interviewed about their reasons for reporting the crime. Respondents were divided into three groups: small (intimates), intermediate (nonintimates), and large (strangers) relational distance. While controlling for gender of the victim and type of crime, the needs of victims were found to vary with the relational distance to the offender.  相似文献
