A web of public policies needs to display coherence to achieve their superior goal-improving quality of people’s live. Policy coherence (PC) ideally means policies with no contradictory effects. This article addresses complex issue of PC bottlenecks in general and in Iran in particular. In the first stage, Delphi Technique is used to identify factors reducing PC. A panel of experts reached on consensus on factors that are categorized in nine groups. In the second stage, the experts determined relative weightings of identified factor based on analytic hierarchy process (AHP). This article is focused on the more important factors. These Findings may be useful for other developing countries and developed countries.  相似文献

The laborer's physical and mental health, well‐being, and happiness are among the major indicators for measuring each nation's sustainable development. A conflictive and hostile external environment (war zone) poses considerable difficulty and psychological distress to workers and nonworkers. Therefore, working in such a physically dangerous business environment may hurt worker's well‐being and happiness that in turn may reduce the workers' productivity at the workplace. A high level of laborers' productivity in public and private sectors is essential for achieving sustainable development in the long term. Therefore, this paper examines the effects of perceived danger on employees' psychological well‐being in war‐torn Afghanistan, an issue being addressed for the first time. We tested the moderating role of social support from coworkers on this effect in order to have a broader vision of which individuals are healthier and happier in a physically dangerous working environment. Two survey data sets were collected from 190 employees working in various small private and public businesses in Herat, Afghanistan. Our results reveal the negative impact of perceived danger on employees' psychological well‐being and that employees who receive little or no social support from their peers feel the negative effects of a physically dangerous working condition even more acutely.  相似文献

Will enhancing the quality of work life impact the reduction of anomic behaviors at work in public sector organizations? To answer this question, we examined the impact of three structural, managerial, and social dimensions of the quality of work life, including the employees' anomie behaviors at the workplace. A cross‐sectional survey data were collected from 250 employees working in the public sector organizations located in the Kerman Province, (southeast) Iran. Our findings support the negative effects that the three dimensions of quality of work life have on employees' anomic behaviors. The results of this study highlighted the importance that the quality of work life has on reducing unethical and immoral behavior among employees in public organizations.  相似文献

The "revolving door" problem linking private interests and governmentdecision makers has become an important mechanism in the implementationof influence peddling. The "revolving door" problem is premisedon the assumption that a market exists for the services of formergovernment employees. However, no attempt has been made to providea measure of the value of these services, nor to evaluate theeffect of regulations intended to curb the problem. What types of public sector organizations have more capabilities to build competitive advantages? Ability to achieve a unique advantage over the competitors is a way to explain why some of the firms are more successful than others, and it is important to the survival of both public and private businesses in the present day's highly competitive business world. Concentrating on the role of employees, the current study analyzes how internal marketing, employees' positive work attitude, and employees' intention to leave have an impact on public firms' competitiveness improvement. Our survey‐based data from 82 public sector organizations in Bangladesh showed that internal marketing affects positively on employees' positive work attitude and negatively on employees' intention to leave in public sector organizations. Most importantly, our result confirmed that firms' internal marketing and employees' positive work attitude influence positively on firms' competitiveness improvement. We did not find any significant relationship between employees' intention to leave and firms' competitiveness improvement in public sector organization.  相似文献

This paper provides fresh evidence concerning the threshold relationship between the shadow economy and financial development. Shadow economy is quoted as an obstacle to sustainable development and therefore the role of financial development is examined in this paper to tackle the issue of shadow economy. It is based on panel data of 29 developed and developing countries over the period of 1975–2015 and use of panel threshold model. Three proxies for financial development—liquid liabilities, private credit to deposit money banks, and stock market capitalisation—were utilised to obtain the threshold value of US$33,600 Gross Domestic Product (GDP) per capita. This threshold helps to determine the impact of financial development on the size of the shadow economy. Empirical results suggest that above this threshold, financial development significantly contributes to the reduction in size of the shadow economy while it has no impact for countries that have per capita income below this threshold. This implies that, countries with lower per capita income (below $33,600) should implement policies to improve accessibility to finance and credit market which leads to a sufficiently higher per capita income that in turn allows for a reduction in the size of the shadow economy.  相似文献

In this paper we explore the popular perception that political action committees (PACs) have substantial influence over elected legislators. We question whether the leverage in the PAC market is on the side of the contribution-maker or the contribution-taker. Analysis of the structure of PAC markets suggests most markets are sellers' markets, not buyers' markets. PAC contributions then may be more like protection money than attempts to buy votes or access. The leverage of the politician (seller) may be tempered if a substantial number of large PACs have homogeneous interests, and the ability to concentrate their contributions to the same legislators. This contention is supported by analysis of differences in labor and corporate PAC giving in the 1980 and 1984 general elections. Labor PACs, which are much larger than corporate PACs, have more homogeneous interests, give virtually all of their money to one party, and appear to have more discretion in making contribution decisions than do corporate PACs.
