For the last two decades, performance management theories and practices have focused on outcome‐oriented management but have paid little attention to the role of public communication. Using multiple large data sets from Kansas City, Missouri, for 2009–14, this research suggests that the perceived effectiveness of public communication has a more substantial impact on public satisfaction with police protection and crime prevention than neighborhood crime rates and broken windows factors and that perceived effectiveness moderates the negative impact of crime rates. After controlling for residents’ demographic characteristics, the authors find that the perceived effectiveness of communication is associated with public satisfaction with the content and quality of the city website and the government television channel. The implications for public safety management and police–citizen relations as well as directions for future research on public communication strategies and public performance management are presented.  相似文献

This article argues that if the introduction of genetically modified crops (GM crops) in developing countries is to be successful, we can and should not evade questions of access and control of technology. It implies probing into the experiences, perceptions and understanding of GM crops by the prime user: the farmer. Exactly in these respects the scholarly literature is remarkably silent. We know little about farmers' experiences and perceptions of GM crops' potential risks and benefits. This is evident when concentrating on a major GM crop – Bt cotton – and studying this in the context of China, its second largest producer in the world. Based on the results of a large survey, we demonstrate that Chinese farmers' awareness (‘having heard of’) and their understanding (‘being able to explain’) of Bt cotton is low. This may lead to ill-informed, distorted risk perceptions and a general inability to relate agricultural production problems to the specific nature of transgenic cotton cultivation. A great majority of the farmers find that the Chinese seed market was liberalised too early, in turn leading to a high incidence of ‘stealth transgenics’ or illegal seeds, the undermining of farmers' trust in private institutions, and a weakened biosafety regime. This finding points to the need for continued state intervention in the seed market, particularly in a developing context. Finally, we have discovered that farmers report a significantly lower reduction in pesticide use by Bt cotton than found in other studies. As suggested by recent research, we suspect that the higher pesticide use is necessary to control secondary pests – i.e. pests other than the cotton bollworm. We present empirical evidence that Chinese farmers perceive a substantive increase in secondary pests after Bt cotton was introduced.  相似文献

One of the most explicit manifestations of post-Mao China’s pragmatic foreign policy has been the significant shift in Beijing’s position vis-à-vis Seoul from a “non-policy” todefacto economic diplomacy. Despite the extent of cooperative endeavors, Sino-South Korean economic relations have been circumscribed by various domestic and external factors. While a further intensification of the cooperative relationship is projected for the second decade of Sino-South Korean economic diplomacy, the actual materialization of such prospects depends on how China and South Korea are going to maintain economic complementarity. More importantly, it also depends on when and how China is going to accommodate politically its economic relations with South Korea by resolving the issue of “two Koreas,” thus maximizing the potential benefits from its ties with Seoul and simultaneously minimizing the negative effects from the entanglements of various domestic and foreign factors.  相似文献

The Internet provides a powerful tool for reinventing local governments. It encourages transformation from the traditional bureaucratic paradigm, which emphasizes standardization, departmentalization, and operational cost-efficiency, to the "e-government" paradigm, which emphasizes coordinated network building, external collaboration, and customer services. Based on a content analysis of city Web sites and a survey of Web development officials, this article shows that many cities are already moving toward this new paradigm. These cities have adopted "onestop shopping" and customer-oriented principles in Web design, and they emphasize external collaboration and networking in the development process rather than technocracy. The article also analyzes the socioeconomic and organizational factors that are related to cities' progressiveness in Web development and highlights future challenges in reinventing government through Internet technology.  相似文献

The shift from "government" to "governance" has been widely debated both in the West, where the debate originated, and in the Asia-Pacific, where it is a strong emergent theme. In the West, early work concentrated on problems of government failure in the realms of regulation, welfare and development. This developed into a focus on the increasingly complex challenges facing modern states. By the mid-1990s, bodies such as the Organization for Economic Cooperation and Development (OECD) were devoting considerable attention to issues affecting "governance in transition." At this time, the United Nations Development Program (UNDP) issued its first discussion paper on governance. This emphasized the importance of bringing together the realms of governance, namely civil society, the state, and the private sector. All these developments signify a fundamental administrative paradigm shift to the "sociopolitical governance" model. This paper discusses the theme "from nationalization to marketization" by examining the origins and driving forces for changing governance in Taiwan's higher-education system. More specifically, the paper examines the changes in the role of the state in terms of three major aspects: provision, financing, and regulation in higher education, reflecting on how a new governance model has evolved in Taiwan.  相似文献

Unlike the Mao era when educational development was entirely directed by the central government, there has been a strong trend to diversification and decentralization of education in the post‐Mao period. This article, being set in this context, examines how the policy of decentralization has affected the governance modes of higher education in Mainland China. More specifically, the article focuses on three major aspects of education governance, namely, financing, provision and regulation in education, with special attention given to examining the changing relations between the state, local governments and other agents in education delivery. One very significant consequence of the change is that the public‐good functions of education, of which the state has taken the primary role of a reliable guarantor, have diminished. Nonetheless, the state's role as a regulator and overall service coordinator has been strengthened rather than weakened under the policy of decentralization. Like many other places in the world, Hong Kong has drink-driving legislation which prohibits a driver from having in his blood alcohol exceeding a prescribed limit while in control of a motor vehicle. The accuracy of measuring this alcohol concentration is obviously of prime concern as an erroneous result can avert the administration of justice. The common practice is to deduct all errors from the measured value and compare the deducted value with the prescribed limit, so that the benefit of all errors of the measurement is given to the driver. It is therefore important for any laboratory responsible for measuring blood alcohol concentrations to identify and quantify all errors associated with the measurement. The present study examined 900 blood alcohol determinations carried out by the Hong Kong Government Laboratory (HKGL) on cases of suspected drink driving. The determinations were performed by 5 different analysts with two different sets of instruments during 1995-1997. Statistical analysis indicated that the instruments had no bearing on the random error or variability and that even though analyst was a significant factor on variability, the deviation from the mean so caused was only 0.3% and of no practical significance. When the systematic error introduced by the tolerance limits of the certified alcohol standards (purchased from the Laboratory of Government Chemists, UK) was taken into account, the total uncertainty (random plus systematic errors) of an alcohol determination at 99.5% confidence level was found to be 4%. It is recommended that laboratories engaged in blood alcohol determination should adopt similar statistical treatment of their analytical results to find out the error and to ensure that the results are independent of analyst and instrument used.  相似文献
