Partisanship and cognitive mobilization are generally seen as independent and counter-balancing influences on vote choice. While the former is typically regarded as a shortcut, reducing the need for close ideological congruence with one’s preferred party, the latter is associated with increasing levels of political sophistication and the importance of ideological proximity in voter decision-making. This paper tests the strength of these arguments in comparative perspective using data from Wave 3 of the Comparative Study of Electoral Systems (CSES). Our results show that in general higher levels of political sophistication are associated with higher levels of voter–party ideological congruence and that a strong party identification reduces this proximity. For voters with both high levels of sophistication and strong partisanship, however, congruence remains high. In a second step we examine whether these relationships are affected by the complexity of the party environment. Our findings show that party system size has no effect on levels of ideological congruence at the individual level, and this holds for different levels of voter sophistication. We conclude that for the most part voter sophistication and party identification are best seen as counter-weights in determining vote choice.  相似文献

Recent rulings of the European Court of Justice show a trend towards a virtual European health-care basket. Four developments underlie this trend. First, the competence of the European Union seems to mature in the field of health care. Secondly, through a variety of authorisation procedures, individual Member States can to a large extent determine the conditions for cross border care. Thirdly, recent court cases indicate that the co-ordination of cross border care increasingly becomes a EU matter. Finally, in particular border regions, more flexible procedures for cross border care are being developed. An analysis of these developments from an (economic) institutional/constitutional point of view shows that potential Pareto-improvements can be expected from recent changes. These improvements depend on the institutional/constitutional framework into which these rules and engagements are embedded. Our analysis suggests that, although the current (increasing) role for the EU seems desirable, diminishing the role that individual Member States can play is not. National authorisation procedures, local/regional arrangements and flexible rulings are mechanisms that can secure an efficient level of output and an optimal size of the jurisdiction responsible for cross border care. This leads to the following recommendations: Current authorisation procedures (which differ per Member State) have to be maintained in order to secure an optimal community size for cross border services and goods; Bilateral agreements and flexible procedures in cross border regions should be stimulated in order to adapt institutional arrangements to the demand for cross border care by (a group of) individuals. The increased competency of the EU in the field of health care can best be used to make authorisation procedures more consistent and stimulate regional cross border care arrangements.  相似文献

We investigate the impact of the transition towards managed competition in the Dutch health care system on health insurers' contracting behaviour. Specifically, we examine whether insurers have been able to take up their role as prudent buyers of care and examine consumers' attitudes towards insurers' new role. Health insurers' contracting behaviour is investigated by an extensive analysis of available information on purchasing practices by health insurers and by interviews with directors of health care purchasing of the four major health insurers, accounting for 90% of the market. Consumer attitudes towards insurers' new role are investigated by surveys among a representative sample of enrollees over the period 2005-2009. During the first four years of the reform, health insurers were very reluctant to engage in selective contracting and preferred to use 'soft' positive incentives to encourage preferred provider choice rather than engaging in restrictive managed care activities. Consumer attitudes towards channelling vary considerably by type of provider but generally became more negative in the first two years after the reform. Insurers' reluctance to use selective contracting can be at least partly explained by the presence of a credible-commitment problem. Consumers do not trust that insurers with restrictive networks are committed to provide good quality care. The credible-commitment problem seems to be particularly relevant to the Netherlands, since Dutch enrollees are not used to restrictions on provider choice. Since consumers are quite sensitive to differences in provider quality, more reliable information about provider quality is required to reduce the credible-commitment problem.  相似文献

Although nuclear DNA-profiling of human hairs is a well-known technique in forensic investigations, its success rate is quite low. Because the extracted nuclear DNA (nuDNA) is scarce and often degraded, a simple and effective method was developed to estimate the number of cell nuclei in telogen roots. DAPI, a fluorescent, non-destructive DNA-stain, allows visualizing nuclear DNA and does not interfere with subsequent PCR analyses. After staining 3242 roots from 27 volunteers and subsequent STR-profiling of a selection of roots, we show that the amount of analysable nuDNA can be predicted. This screening method allows the genetic laboratory to analyse only the most promising hair roots.  相似文献
