Public budgeting is multifaceted. It draws from areas of study and practice ranging from management to administration to planning. Guided by analysis—enhanced by computational and technical advances—and political systems, it overlays the public sector at every level of government, including local, state, national, and international. It is also the domain of both academics and practitioners. This tribute honors Richard E. Zody by focusing on the multifaceted nature of public budgeting to reflect the career of a man committed to many of these dimensions. The central focus of his career was on improving public budgetary and management systems, and in doing so, he deftly drew from the many dimensions of budgeting. Dick demonstrated in his study, writing, teaching, and application an intellectual interest in two particular themes: the relationship between academics and practitioners; and budgeting and management, which includes the use of analytical skill and strategic planning. Through these interests, Dick impacted many lives.  相似文献

This article analyzes how the EU's vocational education and training (VET) policy is reflected in domestic reforms in Germany and Austria. It perceives Europeanization as a heuristic concept to disentangle a twofold process of institutional change: The first process, the "Europeanized" arena of change, concerns change initiated by the reactions of domestic actors to EU initiatives; the second process of change—the "domestic" arena of change—concerns the ongoing incremental endogenous change in domestic institutions beneath and independent from the Europeanized arena of institutional change. This procedure allows us to differentiate between two modes of Europeanization: In Germany, Europeanization occurs as reform policies and politics; in Austria, Europeanization occurs more as institutional change by default, hence without strategically enacted reform initiatives shaped by the EU and as domestic institutional change that occurs anyway. The article combines the case-oriented method of difference with process tracing.  相似文献

Needed is clear guidance on how to develop market‐based debt financing systems in transitional and developing countries. We propose an analytical framework useful for identifying constraints to financial development and providing recommendations to overcome constraints to develop municipal financing capacity. The proposed framework is applied to five country case studies: Indonesia, Mexico, Philippines, Poland, and South Africa. The thesis of this paper is that municipal credit market development is related to improvements in the legal/regulatory framework governing local borrowing, the capacity of financial institutions to assess risk, and borrower capacity to support and manage debt.  相似文献

Many recent cross-national studies analyse the causes and electoral consequences of party policy shifts, using party position measures derived from election manifestos, expert surveys or voter surveys. However few studies validate their findings by analysing multiple measures of party policy shifts. In this article, data on European parties’ position shifts on both European integration and left-right ideology is analysed, showing that this is problematic because, while alternative measures of party policy positions correlate strongly in cross-sectional analyses, alternative measures of parties’ policy shifts are essentially uncorrelated in longitudinal analyses. The European Union (EU) has become increasingly visible and contested over the past decades. Several studies have shown that domestic pressure has made the EU's ‘electorally connected’ institutions more responsive. Yet, we still know little about how politicisation has affected the Union's non-majoritarian institutions. We address this question by focusing on agenda-setting and ask whether and how domestic politics influences the prioritisation of legislative proposals by the European Commission. We argue that the Commission, as both a policy-seeker and a survival-driven bureaucracy, will respond to domestic issue salience and Euroscepticism, at party, mass and electoral level, through targeted performance and through aggregate restraint. Building on new data on the prioritisation of legislative proposals under the ordinary legislative procedure (1999–2019), our analysis shows that the Commission's choice to prioritise is responsive to the salience of policy issues for Europe's citizens. By contrast, our evidence suggests that governing parties’ issue salience does not drive, and Euroscepticism does not constrain, the Commission's priority-setting. Our findings contribute to the literature on multilevel politics, shedding new light on the strategic responses of non-majoritarian institutions to the domestic politicisation of ‘Europe’.  相似文献

Extending Koons‐Witt's (2002) study of whether sex‐based disparities in imprisonment likelihoods changed under sentencing guidelines in Minnesota, we examined similar models for Ohio with additional analyses of felony conviction likelihoods and sentence length for 5,472 felony defendants from twenty‐four trial courts. The main effects of a defendant's sex on imprisonment were significant during both periods (unlike the Minnesota findings), consistent with a chivalry perspective. Random coefficient models revealed that these effects were similar across the twenty‐four jurisdictions. Analyses also revealed significant postguideline reductions in sentence length disparities based on a woman's race and number of dependent children, yet increased disparities in imprisonment likelihoods postguidelines based on a woman's race and whether she was convicted on drug charges. These and other findings are discussed in the context of the Ohio legislature's implementation of a sentencing scheme that retains considerably more judicial discretion relative to Minnesota's template.  相似文献

Political scientists have long known that the equal representation of states in the U.S. Senate and the placement of state lines might disadvantage politically relevant groups, granting some citizens greater voting weight in the chamber. Yet we lack systematic, longitudinal evidence that identifies the groups disadvantaged by Senate malapportionment, the sources of this disadvantage, and probes the policy consequences. In this article, I compare each state's liberalism and racial composition with its relative voting weight in the Senate over time. Additionally, I examine whether roll‐call coalitions in the Senate map onto these patterns of state ideology and racial composition.  相似文献
