European Union civil society support and the depoliticisation of Turkish civil society

Despite growing critical literature on external funding, the link between EU funding to Turkish civil society organisations (CSOs) and their depoliticisation remains understudied. This article fills this gap. This article explores EU funds in Turkey and shows the incentives it creates for a depoliticised civil society. Drawing on an original set of interviews with 45 CSOs, this article analyses how Turkish CSOs interact with EU funding and how this support impacts on Turkish civil society. This article argues that EU funding’s short-term, activity-based, measurable outcome and visibility-oriented structure contributed to the depoliticisation of those CSOs benefited from EU funds.

"We Live in a Country of UNHCR"—Refugee Protests and Global Political Society

Between September and December 2005 over 3,000 Sudanese refugees held a sit-in demonstration at the Mustapha Mahmoud Square in Cairo, Egypt, which is located directly across from the offices of the United Nations High Commissioner for Refugees (UNHCR). We analyze the events of the refugee sit-in as an act of global political society, one that saw people outside the realm of the political making demands for recognition and a say in the solutions being developed to relieve their plight. We argue that the sit-in at Cairo was fundamentally a disagreement between the refugees and the UNHCR over the politics of protection, care, and mobility. The article analyzes the strategies through which the refugees named their "population of care" in ways that countered the UNHCR's governmental strategies to classify the Sudanese refugee population in Cairo. We propose the concept of "global political society" as a way of thinking about global political life from the perspective of those who are usually denied the status of political beings. Global political society is a highly ambiguous site where power relations are enacted, taken and retaken by various actors, but in ways that do not foreclose opportunities for refugees to actively reformulate the governmentalities of care and protection.

Why Do Poor People Co-Hold Debt and Liquid Savings?

I examine the use of flexible savings-and-loan accounts offered by SafeSave, a microfinance institution serving poor slum dwellers in Dhaka, Bangladesh. I find that 59 per cent of the clients co-hold, meaning that they borrow at high interest rates and simultaneously hold low-yield liquid savings. Co-holders could immediately pay down, on average, 32 per cent of their debt using liquid savings and thus avoid significant interest payments. The results show that co-holders are more likely to be regular workers subject to little income uncertainty, suggesting that co-holding is not a consequence of liquidity needs. The paper discusses alternative explanations.     

What drives the polarisation and moderation of opinions? Evidence from a Finnish citizen deliberation experiment on immigration

In the study of deliberation, a largely under‐explored area is why some participants polarise their opinion after deliberation and why others moderate them. Opinion polarisation is usually considered a suspicious outcome of deliberation, while moderation is seen as a desirable one. This article takes issue with this view. Results from a Finnish deliberative experiment on immigration show that polarisers and moderators were not different in socioeconomic, cognitive or affective profiles. Moreover, both polarisation and moderation can entail deliberatively desired pathways: in the experiment, both polarisers and moderators learned during deliberation, levels of empathy were fairly high on both sides, and group pressures barely mattered. Finally, the low physical presence of immigrants in some discussion groups was associated with polarisation in the anti‐immigrant direction, bolstering longstanding claims regarding the importance of presence for democratic politics.     

Electoral infidelity: Why party members cast defecting votes

Party politics and electoral research generally assume that party members are loyal voters. This article first assesses the empirical basis for this assumption before providing individual‐level explanations for defection. It combines prominent theories from party politics and electoral behaviour research and argues that internal disagreement and external pressure can each bring about disloyal voting. The hypotheses are motivated with multi‐country European survey data and tested on two sets of party‐level national surveys. The results show, first, that, on average, 8 per cent of European party members cast a defecting vote in the last election, and second, that dissatisfaction with the leadership is the strongest predictor of defection. Additionally, internal ideological disagreement is associated with higher probabilities of defection, whereas the effects of pull factors in the form of contentious policies are rather limited. These findings emphasise the importance of testing scientific assumptions and the potential significance of party leadership contests.
