Set against a backdrop of current public policy and case law, this study investigates Canadian attitudes toward affirmative action among both citizens and decision makers. We find low levels of support for such programs across a variety of contexts and intended beneficiaries, but we also discover that opinion on both sides of the issue is rather soft, for large portions of those taking positions on the matter are willing to reconsider their views when prompted. We interpret this finding as an indication of what Philip Converse has called nonattitudes. Thus, a substantial portion of Canadians appear to hold no genuine attitudes on the question of affirmative action and are relatively open to persuasion. In contrast, the preferences of those with stable attitudes are rooted in the tradeoff between values of equality and merit. Implications for policy activists in this issue area are discussed.The research reported here is part of a large project supported by the Social Sciences and Humanities Research Council (Grant No. 411-85-001). A large volume of research has investigated interrelations among adolescent risk behaviors. Although several theoretical accounts have been proposed, researchers have not directly examined hypotheses for why risk behaviors are linked. In the present paper, a distinction is drawn between predictive factors that explain variance in risk behaviors and “linkage factors” which may provide an explanation for why risk behaviors are interrelated. The relevance of linkage factors to risk behavior research, theory, and practice is described. Further, a simple to use and easy to interpret analytic technique for exploring linkage-related issues is illustrated. Using this technique, hypotheses regarding the role of predictors in explaining linkages among risk behaviors can be tested directly. The proposed line of inquiry will provide valuable input for intervention efforts and theoretically relevant information concerning linkages among adolescent risk behaviors. This article considers two issues in relation to the increasing commercial exploitation of biological materials: first, whether the consent of the individual who is the source of biological material is needed for the material to be used commercially; and secondly, whether the source has any right to share in the profits. Whilst the legal requirement for consent to commercial use is uncertain, the overwhelming view from ethical statements suggests that such consent is appropriate. With regard to profit-sharing, source individuals have no legal right to share in the profits of commercial exploitation of their sample. However, there is support in some ethical statements for benefit-sharing with source individuals and their communities.  相似文献

The domestic scenario following a Brexit vote is likely to be characterised by high stakes, uncertainty and fissile political debate. No off‐the‐peg arrangement touted for Brexit—be it Norwegian, Swiss, Turkish or Canadian—was designed to engage with such a context. Nor does it seem wise to rush to medium‐term commitments which might pre‐empt democratic politics and wise choices. Far more important will be the legitimacy of any institutional settlement governing this arrangement, which will provide the context for its revision and development and the space for democratic reflection over how these policies are to be governed. It will be suggested that here there is much insight to be gained from looking at regional arrangements beyond the EU.  相似文献

European Commission expert groups provide powerful platforms from which interest organisations can steer the EU consultation process and weigh in on policy outcomes. Commission decision-makers and bureaucrats rely heavily on expert groups to provide expert policy advice on highly technical issues in the early stages of the policymaking process. Interest organisations provide this advice in order to have their voices heard at the EU level. But whose interests are being represented in these expert groups? Which types of interest organisations, in other words, get a seat at the table and why? This article, using data on over 800 expert groups and nearly 3,000 interest organisations, argues that expert group membership is largely a function of superior resources, EU-level interests and existing institutionalised ties to decision-makers. Far from simply addressing the Commission’s need for expertise, expert group membership is more a story of capital and capture.  相似文献

Research has linked youth activity involvement to positive development. However, past studies have confounded at least two separable dimensions of involvement: breadth (number of activities) and intensity (participation frequency). Theory and the limited available evidence suggest that these dimensions may make independent contributions to development. Based on self-reports from 7430 high school students, this study assessed whether breadth and intensity dimensions were related to each other, to a typical aggregate measure of involvement, and to various indicators of positive development. Breadth and intensity were moderately interrelated and, in combination, they explained the majority of the variance in the typical involvement measure. Both dimensions were positively related to each development index. When examined simultaneously, only breadth had a unique relation with each developmental index. Further, evidence of nonlinear effects was found. Findings were consistent across age levels. Implications for measurement of involvement and interpretations of the extant research are discussed.
