Democratic decentralization or political consolidation: The case of local government reform in Karnataka

In 1987 the Indian State of Karnataka implemented panchayat reform legislation. The ideological orientation of the Janata Government's reforms is considered, together with the question of whether stronger local government in India increases the state's autonomy within the federation. The Karnataka reforms are expected to be significantly different from the reforms enacted in other states. Participation by marginalized groups may assist the Janata party in incorporating them into its network of patronage. Local level planning has been made more effective. The legislation gives the zilla parishad control over the line departments of the State Government. Administrative power is likely to experience increased local political direction. However the financial independence of the zilla parishad is by no means assured. The final outcome will also depend upon the attitude towards the reform of the Congress Party, anxious about its power base in the Karnataka countryside.     

DIVORCING FAMILIES WITH YOUNG CHILDREN IN THE COURT'S FAMILY SERVICES UNIT Profiles and Impact of Services

Little is known about the families being served by court support services, or the effectiveness of the services provided. This study investigates 137 higher conflict, divorcing families with young children, who received services from the Family Services division. The study utilizes questionnaire data filled out by family services clinicians. The families presented with multiple mental health needs, including allegations of substance use and physical, emotional and sexual abuses of spouses and, to a lesser extent, children. Results detailed evaluation outcomes pertaining to joint legal and physical custody, showing an increase in joint legal custody, with little difference in physical custody arrangements. Evaluators did encourage less parental dropout. The data also profiled parents least likely to attend mandatory parenting education, accept evaluators' recommendations, and settle their case with mediation assistance. Identifying these families early can help family services clinicians track families into individualized service plans as needed.     

Imperial powers and democratic imaginations

The analytical nucleus of this paper is formed through a consideration of some primary aspects of the interconnections between a resurgent imperialism and a contested terrain of democratic politics. There are three sections: in the first part an exploratory examination of significant elements of the contemporary literature on imperialism is developed. This includes a discussion of the relationality of imperial power, the differentiation of imperiality from imperialism and the neglected importance of the agents of imperialist power. The second section attempts to tease out some of the specificities of the USA as an imperial democracy set within a broad context of North – South relations. This leads into a final discussion of the geopolitics of democratisation. The paper is an exploratory treatment of certain features of an extensive conceptual and political terrain formed by the intersections between imperialism and democratic politics.
