The attacks of 11 September 2001 and the reaction to them has been the gravest challenge to date to the Human Rights Act 1998. The Antiterrorism, Crime and Security Act 2001 has expanded the remit of the Terrorism Act 2000 and there has been a new concentration on antiterrorism by government. This article assesses the impact of human rights law on the debate about liberty and security following 11 September. It considers how the provisions of the Human Rights Act have influenced the formulation and interpretation of anti-terrorism laws, and examines the role of the judiciary in adjudicating on disputes between the individual and the state. It ends with some general discussion about the security-driven challenges to human rights that lie ahead.  相似文献

This article theorises and empirically assesses some important intra‐organisational implications of maximising democratic equality in political parties both between followers and members and between members and elites. They include weak member commitment, passivity of the rank‐and‐file membership and – depending on party structure – high levels of internal conflict. To substantiate the arguments, two parties that implement principles of democratic equality in their organisations are examined: the Swedish and German Pirate parties. These cases show, first, that while organisational structures implementing norms of equality allowed them to rapidly mobilise a considerable following, the same structures systematically reduced their capacity to consolidate support in the longer term – a weakness that might eventually put these parties' survival at risk. Second, they show that differences in the extent to which subnational units provide a foundation for member mobilisation helps to explain variation in the level of internal conflict experienced by these parties.  相似文献

  • Approaching the tenth anniversary of this Journal of Public Affairs, as the editorial team we offer this extended literature review as our reflection on the evolution and development of public affairs, both as an academic discipline and a professional practice. It is a necessarily personal and subjective contribution, highlighting the issues and areas which we believe represent significant continuing debates. The article considers how public affairs is, and should be, defined; examines the range of activities which theorists and practitioners understand as falling within the scope of corporate public affairs; analyses the relationship between public affairs and corporate political activity as different though complementary fields; discusses the importance of the public issues life cycle and the issues management models; and calls upon the public affairs community to defend the position of public affairs as the fundamental bridge between the organisation, society and government, in the face of challenges from other organisational functions.

Since the 2016 Brexit referendum a series of crises has gripped Northern Ireland's politics. This has had a destabilising effect across society, which has arguably been felt most acutely by political unionism. The Belfast/Good Friday Agreement (B/GFA) of 1998 created a series of institutions to deal with political conflict in Northern Ireland, manage cross-border cooperation and normalise relations between the UK and Ireland. However, many aspects of it have been sparingly and ineffectually deployed, most notably the second and third strands dealing with north/south and east/west relations respectively. In this article, the authors argue that regular use of the institutional arrangements created by the Agreement would help to deal with the challenges currently facing Northern Ireland and help address unionist anxieties over the Protocol. Use of the North-South Ministerial Council (NSMC), the British Irish Council (BIC) and the British-Irish Intergovernmental Conference (BIIGC) should be prioritised. The unresolved issues arising from Brexit require a recommitment to the intergovernmental logic at the heart of the 1998 Agreement, despite the obstacles.  相似文献

Abstract

The aim of this study was to examine the impact of interpersonal style and psychopathy on treatment non-completion and aggressive behaviour. Participants were patients with personality disorder admitted for treatment to a structured group program operating within a medium secure psychiatric hospital. Assessment of personality disorder and psychopathy occurred prior to admission. Interpersonal style was assessed on admission with the Impact Message Inventory (IMI), a self-report transactional inventory. Files were subsequently reviewed to determine whether patients were aggressive during their hospital stay and whether they were prematurely expelled from the unit and therefore did not complete treatment. Results showed that patients who completed treatment were more nurturing and help-seeking. Aggressive patients were more competitive and dominant. Psychopathy did not differentiate treatment completers from non-completers or aggressive from non-aggressive patients. Clinical implications and opportunities for further research are explored.  相似文献
