Developed on the premise that how we conceive of ‘policy’ and ‘successful policy’ guides policy sciences' research and evaluation, this paper responds to the conceptual questions of “what is a policy?” and “when is a policy successful?” Formal or logical conditions are established to distinguish ‘policy’ from related concepts. The notion ‘relevant public’ is introduced to distinguish public policies from private policies and to identify fairly-declared policies. The central question of this article is why indigenous social movements formed electorally viable political parties in Latin America in the 1990s. This development represents a new phenomenon in Latin America, where ethnic parties have been both rare and unpopular among voters. Institutional reforms in six South American countries are examined to see if the creation and success of these parties can be correlated with changes in electoral systems, political party registration requirements, or the administrative structure of the state. Youth violence in America has grown to insurmountable levels. Homicide is now the third leading cause of death for youth ages 5–14, the second leading cause of death for those ages 15–24 and the number one cause of death among black males ages 15–34. With increased levels of violence and senseless killings across the nation, there is a need to explore behavioral and environmental causes of high risk behavior and various types of interventions to decrease antisocial behavior. Violence prevention should be approached comprehensively from a myriad of approaches and levels of prevention and intervention that should infiltrate individuals, homes, schools, communities and systems. Numerous types of theories are being designed, implemented and evaluated to decrease and prevent unhealthy behaviors. While there is a need to continue to refine intervention and containment strategies, a preventative approach to addressing root causes of antisocial behaviors needs to be considered as we comprehensively look at interventions for violence prevention. The purpose of this article is to add to the body of research a theory, the Priority/ Consequence model, which depicts interrelated dynamic behavioral and societal variables that can influence, positively or negatively, attitudes, values and beliefs that establish prioritized behaviors that produce consequences. 相似文献

This research examines the federally funded HOPE VI urban revitalization program’s influence on neighborhood public school performance. A comparative case study was conducted in two HOPE VI neighborhood public schools, one that improved significantly (Philadelphia), and one that experienced a decline (Washington DC). The analysis revealed several insights into neighborhood factors that may influence school performance: the most vulnerable residents were least likely to gain reentry, mixed income housing residents often opt out of traditional public schools, and partnerships between public housing and education officials have been historically overlooked. 相似文献

Research shows protective factors that mitigate risks for juvenile delinquency can also support the community reentry of incarcerated youths and deter future offending. Family engagement, educational attainment, and secure employment are widely accepted as important protective factors to prevent problematic behavior. Studies suggest these same protective factors are crucial for incarcerated youths and should be an integral part of reentry planning to improve post-release outcomes. Nevertheless, limited research exists on the association between these factors and the value of family involvement in reentry planning for incarcerated youths. This study addresses this gap by examining how increased family contact affects the likelihood of instituting education and employment reentry plans among youths in custody. Data were obtained from the Survey of Youth in Residential Placement (SYRP) that provides information on juvenile offenders in confinement. The SYRP is the first nationally representative cross-sectional survey to gather information directly from youths 10–20 years old in custody (N=7,073). Analyses were conducted using a sequence of regression models to test the relationship between the frequency of family contact and whether a youth had a plan for education or employment upon release. Results reflect that youths with increased family contact were one and a half times more likely to have both educational and employment reentry plans in place relative to youths with no family contact. Findings inform practice and policy to advocate for family involvement with youth in confinement, and further suggest that family plays a decisive role in preparing incarcerated youths for success upon release. 相似文献

This research examined the “mental health literacy” of adolescents concerning eating-disordered behavior. A vignette describing
a fictional 16-year old female meeting diagnostic criteria for bulimia nervosa was presented to 522 female high school students,
followed by a series of questions concerning treatment of and treatment-seeking for the problem described. Results indicated
that primary care practitioners, mothers and close female friends were most highly regarded as potential sources of help.
Self-help interventions, including the use of vitamins and minerals, were also highly regarded, whereas participants were
less positive about the benefits of mental health specialists and ambivalent about the use of anti-depressant medication.
Most participants believed that the problem described would be difficult to treat, and that relapse was likely even given
appropriate treatment. An additional finding of note was that among participants with a high level of eating disorder symptoms
(n=36, 6.9%), recognition of an eating problem was poor. We conclude that beliefs likely to be conducive to low and/or inappropriate
treatment-seeking for eating problems may be common among adolescent girls. In addition, the findings suggest that prevention
programs for the eating disorders need to target not only at-risk individuals, but also individuals in their immediate social
