Abstract: This paper turns the scholarly spotlight onto an overlooked aspect of the Ontario municipal system by exploring the issue of county government reform in four selected communities in southern Ontario. Various proposals for county government reform have been advanced by the provincial government during the last quarter-century; here we consider the “common sense” approach to municipal government reform adopted by the Harris government after its election in 1995. We analyse how four counties have responded to this concerted and forceful attempt to bring about major county restructuring. The study has two major objectives. First, it illustrates the forces that have at once advanced and constrained county government reform in recent years; second, it attempts to explain major differences in the manner in which individual counties have responded to the Harris government's drive for reform. Finally, the paper concludes with some reflections on the viability of rural government in Ontario in the light of the substance and process of county government reform. Sommaire: Cet article examine un aspect négligé du système municipal ontarien en explorant la question de la réforme des gouvernements de comté dans quatre communautés choisies du sud de l'Ontario. Le gouvernement provincial a fait diverses propositions de réforme du gouvemement de comté au cours du demier quart de siècle; ici, nous examinons l'approche basée sur le « ban sens » adoptée par le gouvernement Harris en ce qui concerne les gouvernements municipaux, après son élection en 1995, et nous analysons la manière dont quatre comtés ont réagi à cette tentative concertée et vigoureuse de déclencher une forte restructuration au niveau du comté. Cette étude a deux grands objectifs. Premièrement, elle illustre les forces qui ont à la fois promu et retenu la réforme des gouvernements de comté au cours de ces dernières annèes; deuxièmement, elle essaie d'expliquer les principaux écarts dans la façon dont chaque comté a réagi aux efforts de réforme du gouvemement Harris. 发展了一种基于高阶迎风格式和嵌套网格捕捉直升机悬停旋翼涡尾迹的方法.无粘通量采用Roe Reimann求解器,使用改进的5阶加权基本无振荡(WENO)格式对交界面左右状态进行高阶插值,并与MUSCL插值进行比较.为便于捕捉尾迹和实施周期性边界条件,计算采用结构嵌套网格,其中高质量的旋翼网格完全嵌套于背景网格中.当解达到近似收敛后在桨尖涡分布区域对背景网格进行加密,如此经过3次得到优化的背景网格.考虑到WENO格式插值的特点,提出了搜索3层洞边界和人工外边界的方法以便插值的直接进行.用该方法对一跨音速和一亚音速悬停旋翼粘性流场进行了数值计算.数值结果表明:所发展方法对涡尾迹具有很高的捕捉能力;与MUSCL格式相比,WENO格式具有较低的数值耗散.  相似文献

Using campaign contributions to legislators as an indicator of member influence, we explore the impact of term limits on the distribution of power within state legislatures. Specifically, we perform a cross‐state comparison of the relative influence of party caucus leaders, committee chairs, and rank‐and‐file legislators before and after term limits. The results indicate that term limits diffuse power in state legislatures, both by decreasing average contributions to incumbents and by reducing the power of party caucus leaders relative to other members. The change in contribution levels across legislators in different chambers implies a shift in power to the upper chamber in states with term limits. Thus, the impact of term limits may be attenuated in a bicameral system.  相似文献

During the first year of the COVID-19 pandemic in the United States, the coordination and cooperation between the federal government and the states failed. American governors were thus tasked with making critical public health policy choices—under extreme uncertainty—with varying institutional capacities, partisan pressures, and state demographic differences. Yet most of the nation's governors chose to impose a face covering or mask mandate to limit the spread of cases. We collected each governor's executive order that mandated the conditions under which their residents would be required to wear a mask and employed a sentiment analysis program to extract key qualities of crisis leadership communication. Our analyses provide insights into the institutional and partisan factors that determined a face mask mandate as well as the institutional, demographic, and leadership communication qualities that affected the total number of cases per capita in the states. Our findings have important implications for post-pandemic policy recommendations with respect to the effectiveness of policies that seek to lower the transmission of viruses in public spaces and the characteristics of impactful public health messaging by government leaders.  相似文献

The definition of integrity is "the quality of being honest and having strong moral principles that you refuse to change" (meaning in the Cambridge English Dictionary). Yet research integrity is frequently discussed through the lens of misconduct or concerns around reproducibility. However, as we can see from this quote, integrity is about more than that. It is about who you are as a person and your behaviour. dl-3,4-methylenedioxymethamphetamine (MDMA) and methamphetamine are commonly used illicit drugs that are thought to impair driving ability. The Standardized Field Sobriety Tests (SFSTs) are utilized widely to detect impairment associated with drugs other than alcohol in drivers, although limited evidence concerning MDMA and methamphetamine consumption on SFST performance exists. The aim of this study was to evaluate whether the SFSTs were a sensitive measure for identifying the presence of the specific isomer d-methamphetamine and MDMA. In a double-blind, within-subject, counter-balanced and placebo-controlled study, 58 healthy and abstinent recreational drugs users were administered three treatments: 100mg of MDMA, 0.42 mg/kg d-methamphetamine, and placebo. For each condition the SFSTs were administered at 4 and 25 h post treatment. d-methamphetamine was not found to significantly impair SFST performance unlike MDMA, which significantly impaired SFST performance in comparison to placebo with 22% of the sample failing the test at the 4h testing time-point. No differences were observed at the 25 h testing time-point for any of the conditions. It was concluded that the SFSTs are not efficient in identifying the presence of low level d-methamphetamine, and are significantly better at detecting the presence of MDMA at the levels assessed.  相似文献
