Current understandings of suicide survivor issues: research, practice, and plans. Report of the 1st International Suicide Postvention Seminar, September 8, 2006, Portoroz, Slovenia

The goals of the Postvention Taskforce of the International Association for Suicide Prevention (IASP) are to increase awareness of postvention and survivor issues. One of the strategies is to organize meetings. We report on the 1st International Suicide Postvention Seminar, held as a 1-day preevent at the 11th European Symposium on Suicide and Suicidal Behavior in Portoroz, Slovenia, September 2006. The seminar provided a state of the art review of the postvention field, with plenary presentations on research, psychotherapeutic care, development of national networks, and of postvention materials. We summarize the presentations below.     

Configurations of Identity Among Sexual Minority Youth: Context,Desire, and Narrative

Youth with same-sex desire undergo a process of narrative engagement as they construct configurations of identity that provide meaning and coherence with available sexual taxonomies. This article presents a theoretical analysis and four case studies centering on the relationship among context, desire, and identity for youth with same-sex desire. Through an interpretive, holistic analysis of the personal narratives of youth, we examine the integration of same-sex desire, behavior, and identity in the general life story and the selective appropriation of elements of “master narratives” of sexual identity development. Narratives were characterized by challenges to integrate desire, behavior, and identity into a configuration that conformed to the received sexual taxonomy. Implications for theory and further research on sexual identity development are discussed.     

Secrecy and Self-Interest: When Mediators Act Deceitfully

3rd party intervention in interstate conflict is a common strategy for mitigating conflict and obtaining a final agreement. However, not all mediations are successful, leading to the development of a rich literature on the mechanisms which decrease the probability of failure in a 3rd-party intervention. Within this literature, some studies examine how a mediator’ behavior and incentives affect the result of the mediation. Virtually all these studies assume that the mediator is virtuous such that peace is the most desired outcome of a conflict for her. However, this study challenges this assumption and contends that a mediator can gain benefit from the conflict between disputants. If this benefit is adequately large to overcome the benefits of peace, then the mediator has enough incentive not to conduct the mediation toward a peaceful outcome. We develop a signaling game model to study this issue formally and test the proposed hypothesis empirically.     

Die Rückkehr des befehlenden Staates? Muster und Ursachen der Veränderung staatlicher Handlungsformen in der deutschen Abfallpolitik

During the last 15 years, a shift in the relationship between state and society has been identified that can be characterized by an overall “retreat of the state”. The increasing use of co-operative policy instruments that do both, supplement and replace traditional authoritative measures, is one of the relevant manifestations of this change. However, most recent developments in German environmental policy in general and product-related waste management policy in particular reveal that this is all but an unambiguous tendency. After years of predominantly co-operative policy-approaches, there seems to be a revival of the authoritative state. The article analyses the patterns of change and presents reasons. In doing so, it challenges the popular functionalist hypothesis assuming that co-operative approaches arise from the functional needs of modern policy problems. Quite the contrary, the article draws on institutional factors — the European law in particular — and on party politics for explaining the identified change.
