Neighborhood challenges to economic development

This article analyzes neighborhood-based development challenges. The article examines six explanations for such challenges: use value, social status, growth, economic and fiscal, governmental structure, and suburban. Using data derived from several sources (survey, Census, I. C.M.A.), the results indicate that cities with higher housing values and reform government structures are more likely to have neighborhood-based development challenges. The analysis is extended to investigate successful neighborhood-based development challenges. These results indicate that a city's poverty rate depresses the potential for successful challenges and that challenges are more likely to be successful in central cities. Finally, the analysis indicates that those cities in which neighborhood groups are motivated by the desire to protect housing values are more likely have successful development challenges.     

Construct Validity of Adolescent Antisocial Personality Disorder

This study examined the construct validity of antisocial personality disorder (ASPD) diagnosed in adolescence. Boys and girls were grouped by history of DSM-III-R conduct disorder (CD) and ASPD: Controls (n=340) had neither diagnosis; CD Only (n=77) had CD by age 17 but no ASPD through age 20; Adolescent ASPD (n = 64) had ASPD by age 17. The Adolescent ASPD group was then compared to 20 young adult men who met criteria for ASPD (ASPD group). As expected, the Adolescent ASPD group had significantly more depression and substance use disorders, a greater performance>verbal IQ discrepancy, more deviant peers, and poorer academic functioning than the CD Only group and Controls. The Adolescent ASPD and ASPD groups did not differ on most variables. Results support the construct validity of Adolescent ASPD and suggest that such a diagnosis could help identify adolescents at risk for persistent antisocial behavior. Jeanette Taylor is an Assistant Professor at Florida State University. She received her Ph.D. in 1999 from the University of Minnesota. Her research examines biological, cognitive, and environmental influences on personality disorders and substance use disorders. Irene J. Elkins is a Co-investigator at the Minnesota Center for Twin and Family Research. She received her Ph.D. in 1993 from the University of Kansas and is a member of the Society for Research on Psychopathology. Her major research interests include the relationship of personality, ADHD, and antisocial behavior to substance abuse, as well as gene-environment interrelationships. Lisa Legrand is a Research Associate with the Minnesota Center for Twin and Family Research at the University of Minnesota. She received her Ph.D. in 2003 from the University of Minnesota. Her major research interests include gene-environment interplay in the development of externalizing psychopathology. Dawn Peuschold is a Senior Clinical Forensic Psychologist at the Hennepin Country District Court and an instructor at the University of Minnesota. She completed a post-doctoral fellowship in forensic psychology at the University of Massachusetts Medical School after receiving her Ph.D. in clinical psychology from the University of Minnesota. She is interested in risk factors for reoffense in juveniles. William G. Iacono is a Distinguished McKnight University Professor at the University of Minnesota, the institution from which he received his Ph.D. in psychology. He conducts longitudinal studies of adolescent twins and adoptees aimed at understanding the development of adult adjustment and mental health.     

基于高阶空间精度格式和嵌套网格对旋翼尾迹捕捉的改进

发展了一种基于高阶迎风格式和嵌套网格捕捉直升机悬停旋翼涡尾迹的方法.无粘通量采用Roe Reimann求解器,使用改进的5阶加权基本无振荡(WENO)格式对交界面左右状态进行高阶插值,并与MUSCL插值进行比较.为便于捕捉尾迹和实施周期性边界条件,计算采用结构嵌套网格,其中高质量的旋翼网格完全嵌套于背景网格中.当解达到近似收敛后在桨尖涡分布区域对背景网格进行加密,如此经过3次得到优化的背景网格.考虑到WENO格式插值的特点,提出了搜索3层洞边界和人工外边界的方法以便插值的直接进行.用该方法对一跨音速和一亚音速悬停旋翼粘性流场进行了数值计算.数值结果表明:所发展方法对涡尾迹具有很高的捕捉能力;与MUSCL格式相比,WENO格式具有较低的数值耗散.     

Term Limits,Campaign Contributions,and the Distribution of Power in State Legislatures

Using campaign contributions to legislators as an indicator of member influence, we explore the impact of term limits on the distribution of power within state legislatures. Specifically, we perform a cross‐state comparison of the relative influence of party caucus leaders, committee chairs, and rank‐and‐file legislators before and after term limits. The results indicate that term limits diffuse power in state legislatures, both by decreasing average contributions to incumbents and by reducing the power of party caucus leaders relative to other members. The change in contribution levels across legislators in different chambers implies a shift in power to the upper chamber in states with term limits. Thus, the impact of term limits may be attenuated in a bicameral system.

Are Poverty Reduction Strategy Papers Associated with Reductions in Poverty and Improvements in Well-being?

Should Poverty Reduction Strategy Papers (PRSPs) be the tool for implementing the new Sustainable Development Goals, as they were for the Millennium Development Goals? Surprisingly, despite the controversies around them, there has never been a quantitative evaluation of PRSPs. This paper estimates the impact of having a PRSP on various targets of the Millennium Development Goals. Results suggest that countries under PRSP treatment achieve much greater reductions than control countries, in head count poverty and infant mortality, while also achieving greater improvements in primary school enrolments and gender parity.
