Conclusion The foregoing is an example of how the rich accounts presented in Local Justice in America can inspire reflections on related issues. I am sure that others who do not share my utilitarian beliefs (some would call them “biases”) would find other ways of looking at these chapters. Whatever the perspective taken, the book raises important questions, and its emphasis on describing intentional rules is a useful approach for the social sciences. A single book cannot do everything, but I wish that this one had also taken a more evaluative point of view, telling us not just how decisions are made but also where they are going wrong according to some explicit standard, and how to improve them. I am sure that even that is considered arrogant by some, but to me it is the ultimate purpose of social science.     

Conception and the Irrelevance of the Welfare Principle

This article challenges the assumption that their future children's welfare is a relevant consideration when deciding whether to provide a person with assisted conception services. It does not argue that infertility treatment ought to be available as of right. Rather, this article's proposal is that section 13(5) – which specifies that no-one shall receive assistance with conception unless account has first been taken of the welfare of any child who might be born – should be deleted from the Human Fertilisation and Embryology Act 1990. Extending the 'welfare principle' to decisions taken prior to a child's conception is shown to be unjust, meaningless and inconsistent with existing legal principle.     

Confronting Islamist Insurgencies in Africa: The Case of the Islamic State in Mozambique

The proliferation of Salafi-jihadi insurgencies across Africa challenges the United States’ counterterrorism approach. From its inception, the insurgency in Cabo Delgado, Mozambique was driven by local and foreign dynamics, which have been complicated by additional external intervention in the conflict. Using the Cabo Delgado insurgency, we demonstrate how efforts to address its global dimensions, such as the group's affiliation with the Islamic State, can work against attempts to mitigate its local drivers. We conclude with recommendations for a more effective U.S. response that takes both the local and global dynamics into account. This article builds on our February 2021 report “Combating the Islamic State's Spread in Africa: Assessment and Recommendations for Mozambique,” published by the American Enterprise Institute.     

Parents and Peers as Social Influences to Deter Antisocial Behavior

Growth curve analyses were used to investigate parents’ and peers’ influence on adolescents’ choice to abstain from antisocial behavior in a community-based sample of 416 early adolescents living in the Southeastern United States. Participants were primarily European American (91%) and 51% were girls. Both parents and peers were important influences on the choice to abstain from antisocial behavior. Over the four-year period adolescents relied increasingly on parents as influences and relied less on peers as influences to deter antisocial behavior. Significant gender differences emerged and suggested that female adolescents relied more on social influences than did male adolescents but that as time progressed male adolescents increased the rate at which they relied on peers. Higher family income was associated with choosing peers as a social influence at wave 1, but no other significant income associations were found. Understanding influences on adolescents’ abstinence choices is important for preventing antisocial behavior.

Governing Campus Speech: a Bottom-Up Approach

I review arguments favoring bans on problematic speech (e.g., hate speech) on campus. Contrasting such calls for top-down regulation, I explore the potential for a “bottom-up approach” to campus speech governance to address vexing concerns pertaining to campus speech without violating free speech and academic freedom principles. I examine the political economy and epistemological dynamics inherent within the two forms of governance. I argue that, relative to a centralized top-down approach, a decentralized bottom-up approach to speech governance avoids political dynamics that bend toward the inappropriate use of power. Further, I argue that a bottom-up approach leaves the discursive space contestable, and therefore more open to new discovery and correction. Recognizing that a bottom up approach is no panacea, I also consider open questions and concerns that warrant further inquiry.     

Understanding communication in disaster response: A marketing strategy formulation and implementation perspective

An analysis of communication disaster response in four well‐known natural disasters explores at what stage a disaster communication plan can fail. Based on a marketing strategy formulation–implementation framework, four different outcomes are used to examine what makes a disaster communication plan succeed or fail. This leads to an identification of barriers to the implementation of disaster communication plans. Very often in disaster communication plan failures the strategy formulation is blamed. However, often it is implementation at fault. This makes it hard to diagnose the reason for the communication plan failure. By taking heed of the barriers identified here, disaster response executives can hopefully overcome some of the causes of disaster communication plan failure. Avenues for future research are identified.
