Alcohol consumption in post-communist Kazakhstan remains at high levels and episodic heavy drinking, characteristic of the spirits-drinking regions of the former USSR, is still the national drinking style. Reported levels of alcohol-related harm are rising but assessment of trends in levels of consumption and harm is hindered by the disruption to data collection in the post-independence period and the continuing poor availability of public information. There is evidence however that changes in the republic's ethnic profile are connected with a downward trend in overall consumption rates, though changes in lifestyles may be leading to more drinking amongst women and young people. The numbers undergoing treatment for alcohol problems are greater than ever before. Alcohol problems are still perceived as entrenched and non-urgent, but in the present climate of greater stability and prosperity they are beginning to attract more attention from government. Underlying policy trends will depend on the overall direction of Kazakhstan's political and cultural development. This article assesses drinking patterns and related problems in Kazakhstan, and examines government responses and policies. The article is based on documentary research, visits to organisations and interviews.  相似文献

Discussion on policy-making and of effective policy-making mechanisms is once again emerging in the policy literature. Much of the debate in the past focused on whether the method applied in the physical sciences was appropriate for policy and policy-making. Current debate appears to be reverting to some form of rationalism in so far as good policy processes are seen to yield the most effective results. This article discusses what appears to be a revival of rationalism — the process-oriented policy cycle. The article argues that there is little doubt that effective policy-making requires good process but it is erroneous to suggest that the content of policy, particularly in the case of contentious decisions, is derived from the policy cycle itself. It is argued further that the policy cycle is not a substitute for the actual making of decisions but an administrative and bureaucratic mechanism for effectively setting in place a process once the difficult decisions have been made.  相似文献

Integration politics experienced a postcolonial crisis in the late 1960s. This was a crisis driven by the simultaneous and inter‐related eruption of Powellism and Black Power. This article uses the crisis of integration politics to show the Powellite conjuncture from its other side, as it played out in the reconstitution of black British politics. It shows how black activists responded to the rise of Powellism by demanding that the politics of integration be either abandoned or reframed, to more fully shake out the colonial inheritances that lurked within it. The integration proposed by the postwar project of race relations was problematic from its inception; Black Power used Powell's intervention to expose these problems and demand change.  相似文献

Coalitions of free-marketeers, politicians, and environmentalists increasingly are turning to the use of market-based incentives in formulating environmental policy. One promising application of market-based incentives is in the management of residential municipal solid waste. This article focuses on unit-based pricing programs established in conjunction with community recycling programs. Using data gathered through telephone and mail surveys of 21 cities, we demonstrate the strong potential for unit pricing to improve the efficiency of residential solid waste management.  相似文献
