Düngemittelrecht, Atomrecht und Bodenschutzrecht – lückenlose Anwendungsbereiche?

Das deutsche Bodenschutzrecht ist angesichts seines geringen Anwendungsbereiches sowie seiner sehr lückenhaften und zudem vollzugsunfreundlichen Konkretisierung in Grenzwerten h?ufig wenig effektiv. Diese These verfolgt der vorliegende Beitrag anhand eines besonders wesentlichen, in der politischen, juristischen und naturwissenschaftlichen Debatte bisher kaum beachteten gesundheits- und umweltrelevanten Faktors: der düngungsbedingten Belastung von B?den durch Uraneintr?ge. Dies verhilft zugleich zu einer n?heren Bestimmung der konkurrierenden Anwendungsbereiche verschiedener Umweltgesetze.     

Technocracy or transformation? Mapping women's policy agencies and orienting gender (in)equality in the Canadian provinces

Canadian gender equality policy has taken a “technocratic turn” that favours bureaucratic expertise to monitor and measure (in)equality rather than participatory and consultative mechanisms. While the processes and impacts of this shift are well documented at the federal level, less is known at the provincial level. This article takes stock of provincial gender equality mechanisms, demonstrating variations in women's policy agencies (WPAs) across the ten provinces. It then links these variations to the discursive politics of gender equality within each province. We demonstrate that the potential for transformative orientations of gender equality emerges in WPAs with broad consultative mechanisms.

Fair siting procedures: An empirical analysis of their importance and characteristics

This article analyzes the reasons why individuals oppose the siting of nuclear waste repositories close to their hometowns. In a simple model based on survey data, we show that the willingness to accept such facilities largely depends on economic criteria, namely expected economic impacts and risk estimates. However, the predictive power of such a model is improved by focusing not only on the consequences—as economic models typically do—but also on the procedural aspects. We show that acceptable siting rules contribute positively to the willingness of local residents to host a noxious facility. Acceptable rules, it is found, are essentially fair rules.     

GC/MS determination of pyrolysis products from diacetylmorphine and adulterants of street heroin samples

The inhalation of heroin vapors after heating on aluminium foil ("chasing the dragon") is gaining popularity nowadays among heroin users seeking to avoid the risks of parenteral drug administration. The heroin-smoking procedure was simulated under laboratory conditions by heating the samples on aluminium foil at 250 to 400 degrees C and collecting the vapors in a condenser trap. A total of 72 pyrolysis products of diacetylmorphine, street heroin, residues from aluminium foils used to smoke street heroin, typical by-products, and adulterants were detected by gas chromatography/mass spectrometry (GC/MS). About half of these compounds could be identified. Diacetylmorphine (base and salt) undergoes substantial to complete degradation. Some typical street heroin constituents, like morphine, codeine, acetylcodeine, papaverine, and caffeine, are rather heat-stable. Other compounds, like noscapine and paracetamol, are pyrolyzed to a greater extent. The principal chemical reactions leading to the formation of pyrolysis products are desacetylation, transacetylation, N-demethylation, O-methylation, ring cleavage and oxydation.
