Nationalism and the Rise of Peru's General Velasco

Velasco's brand of military nationalism marked a real break from the orientation of the majority of Peruvian military regimes, which were pro‐United States and espoused limited government. Many attempts have been made to explain this outcome, but the release of documents from British and United States archives clarify certain issues. Above all, Velasco's use of the nationalist card enabled him to win over decisive support from both the military and political society. This support gave him sufficient leverage to consolidate his personal position, which he did before launching a major programme of domestic property expropriation.     

New Governance, the Internet, and Country Code Top-Level Domains in Europe

Much academic work on governance in recent years has explored responses that states have made to sectors of the economy, usually historically well rooted nationally, that have been subject to globalizing pressures. Less work exists on responses that are being made to new parts of the economy emerging outside the nation state with inherently global characteristics. The Internet—and specifically its naming and addressing system—provides an example of how the state has aimed to assert public interest governance authority in a system initially absent of its influence. This article explores the nature and consequences of this activity in the process contributing to the study of the Internet and governance. Working within the limitations but also the opportunities created by policy norms developed at the global level, the article finds that the state has been instrumental in the development of novel public–private governance systems for Internet country code Top-Level Domains.     

Ideology and party support in comparative perspective

Abstract. From the original Downs (1957) conceptualization to the Enelow and Hinich (1984) reformulation, ideology has been the key organizing dimension for electoral competition in the spatial model. The unidimensional spatial model is best suited to responsible multiparty systems where left-right position is known to be an important determinant of individual political behaviour. We contrast the traditional spatial model with the directional model recently proposed by Rabinowitz and Macdonald (1989) and test the models using data from six northern European democracies. Based on 57 different parties, the results suggest that even in this unidimensional ideological context the cleavage-oriented directional model provides a better explanation of mass attachments to political parties.     

Development of Local Government Debt Financing Markets: Application of a Market‐Based Framework

Needed is clear guidance on how to develop market‐based debt financing systems in transitional and developing countries. We propose an analytical framework useful for identifying constraints to financial development and providing recommendations to overcome constraints to develop municipal financing capacity. The proposed framework is applied to five country case studies: Indonesia, Mexico, Philippines, Poland, and South Africa. The thesis of this paper is that municipal credit market development is related to improvements in the legal/regulatory framework governing local borrowing, the capacity of financial institutions to assess risk, and borrower capacity to support and manage debt.
