This essay analyses how Mexican presidents have interpreted the concepts of drug trafficking and national security and how these particular connotations have redefined national sovereignty and the specific role of the armed forces in protecting this sovereignty. A qualitative technique of discourse analysis is used to examine public speeches by Zedillo (1994–2000), Fox (2000–2006) and Calderón (2006–2012). The conclusions suggest that drug trafficking and US omnipresence are the two main issues that shaped Mexico's national security threats during this period, with qualitatively distinct trajectories.  相似文献

This article addresses the determinants of regulatory agency design in multiparty‐coalition governments. Previous research has mainly focused on U.S. institutions, producing context‐specific findings. We found electoral uncertainty, government turnover, and coalition size to be key factors explaining the bureaucratic autonomy of 31 state regulatory agencies recently created at the subnational level in Brazil. The legislative support that chief executives enjoy only acquires explanatory power when it is interacted with government turnover. Because Brazilian governors have great ability to build oversized majority coalitions, coalition strength influences the governor's strategy when the governor faces credible threats from rival elite groups.  相似文献

This article explores the way cross-dressing has been used as a tool of dissent by queer subjects in the film Mariposas en el andamio . This documentary not only advocates the integration of homosexuals in the realm of Cuban society, but also evidences the establishment of a culture of transvestism on the island. The ultimate intention of Mariposas is to posit the male-to-female transvestite as a figure that contests hegemonic heteronormativity as well as the machista values predicated by the Cuban revolution. The film not only opposes sexist heteronormativity (machismo in Latin American societies), but also establishes a link between homosexuality and cross-dressing practices in Latin America, as transvestism becomes an externalisation of these individuals' homosexual identity. Furthermore, the film seems to suggest that the transvestites feel trapped in the wrong biological sex. The second focus of this article is on the geographical spaces where such transvestic practices are permissible on the island. Although the film makes a case for a more open and inclusive Cuban society, it fails to show that same-sex desire and cross-dressing can be played out outside the neighbourhood's canteen in which the show takes place. Finally, I intend to show how camp becomes the best strategy for the transvestites to challenge the idea of homosexuals as anti-revolutionary figures as well as Latin American heteronormativity. To this end, I engage in a study of a strategy of gender subversion that I call 'camp fuck'. This type of campness de-constructs the idea of a bourgeois camp to transform it into a more political device, which permits the contesting of heteronormativity through elements that have traditionally been regarded as frivolous and apolitical.  相似文献

This paper explores why two countries with similar electoral, partisan, and presidential institutions, have produced significantly different policy outcomes in Latin America. Brazil and Ecuador are conventionally known as having highly fragmented party systems, where legislators have great incentives to cultivate a personal vote. Presidents are perceived to be strong and to make large use of government resources in order to advance their agenda. Yet, policies in Brazil are more likely to respond to shocks and to be more stable over time than policies in Ecuador, where policies remain vulnerable to political changes and realignments. We argue that this variation is explained by the different nature of political coalitions formed in each country. We identify three factors that increase the executive's ability to craft governing coalitions in congress: the availability of valuable coalition currencies, the influence of long‐term political horizons, and the extent to which political transactions are credibly and effectively enforced.  相似文献

The aims of this article are to explore the diversity of Catholic reactions facing state terror in Córdoba, Argentina, during the 1970s and to analyse how different Catholic groups redefined their relations with the State in the public sphere. To do that, I will use case study methodology applied to the kidnapping of an American priest and five seminarians. I will show how religious beliefs shape to some extent how Catholic social actors respond to political events. Different understandings of Catholicism produced different responses to state terror.  相似文献

This article examines how institutional change in the use of extraordinary legislation affects delegation of power and unilateral action in new democracies. From 1988 to 2001, Brazilian presidents were able to reissue decrees indefinitely and thus had substantial legislative power. In 2001, Congress amended the constitution so as to restrict the president to a single reissue of each lapsed decree. This reform has had mixed results: although it ended the practice of infinite reissues, it induced Presidents Cardoso and Lula to use more decrees than previous executives had. Presidential agenda power, rather than being reduced, has been sharpened. By analyzing patterns of presidential initiatives from 1995 to 2005, we demonstrate the mixed results of this constitutional reform.  相似文献

Abstract. Dworkin's equality of resources can be interpreted as a proposal that integrates distributive criteria taken from both equality of means and equality of capabilities, and overcomes the risks of subjectivism, overrigidity and perfectionism inherent in theories of welfare, means and capabilities respectively. This can be achieved by concentrating on arrangements of justice working within the parameter of equality of resources that equalize capabilities at a level of minima, thus avoiding the perfectionist risk and, once the threshold that ensures autonomous subjects is passed, ruled by criteria taken from theories of means. In such a task, the concept of moral person will be used as the criterion for determining the threshold of autonomy, and not only will it allow for the discrimination between the different circumstances that make the application of distributive criteria possible, but it will also specify the circumstances in which it is possible to attribute responsibility to an agent.  相似文献

In their dealings with citizens, police in most jurisdictions across the country are prohibited from using unnecessary force, abusing their authority, discourteous behavior, and offensive language. This study examines the factors that contribute to citizens' judgments of fair punishment for police misconduct. Using a factorial survey, citizens are asked to judge vignettes of police misconduct that describe encounters between officers and civilians in detail. The findings show that citizens do weigh the officer's behavior, particularly the unnecessary use of force, and mitigating evidence, particularly the degree to which the civilian is injured. Also, the findings show that respondents' social status, including their race, does not explain ratings, but that respondents' political orientation, that is, liberal versus conservative orientation, does make a significant difference. The findings demonstrate a normative consensus among respondents about the factors to weigh in judging a fair punishment for police misconduct as well as a consensus about the relative severity of appropriate punishment. There is some disagreement among citizens, however, about how to translate judgments of relative severity into a specific punishment for a particular case.  相似文献
