This article traces five historical streams of water policyin the United States, revealing the strain and stresses of intergovernmentalrelations pertaining to water resource management. It findsthat water policy is increasingly characterized by pragmaticfederalism emphasizing collaborative partnerships, adaptablemanagement strategies, and problem and process orientation.The evolving nature of federal-state relations, characterizedby expanding federal authorities and increased state capacity,coupled with a rise of local watershed groups and greater ecologicalconcern, calls for improved coordination. Yet challenges resultingfrom policy fragmentation and ecosystem complexity remain. Continuedcalls for greater integration will likely be heard as federal-staterelations continue to evolve.  相似文献

Researchers struggle to understand the relationship between science and policy positions, especially the complicated interplay among the various factors that might affect the acceptance or rejection of scientific information. This article presents a typology that simplifies and guides research linking scientific information to policy positions. We use the typology to examine how characteristics of both scientific information and policy actors' existing policy positions affect the likelihood of changing, maintaining or reinforcing those policy positions. We analyse data from surveys conducted in 2015 and 2017 of policy actors engaged in contested policy debates over shale oil and gas development in Colorado, US. Our findings confirm expectations that policy actors will most likely maintain and reinforce their policy positions in response to scientific information. Our data also show that changes in policy positions depend on policy actors' risk perceptions, perceived issue contentiousness, networks and experience with science.  相似文献

In acknowledgement of the complexity of environmental challenges, research on learning in environmental policy has grown substantially over the past two decades across a range of disciplines. Despite this growth, there are few comprehensive assessments of the literature on learning in environmental policy. This article fills this gap by providing insights on the overall coherence and impact of this body of scholarship. To do so, we analyze a sample of 163 articles from 2004 to 2014 using a standardized coding framework. The results provide an in-depth assessment of the status of the literature on learning in the context of environmental policy, as well as the quality of the literature. We demonstrate that despite the diversity in research questions and goals, the literature is lacking with respect to diversity in cases and context, theoretical development, clear conceptualization and operationalization of learning, and advancements in empirical approaches to study learning. From these insights, we discuss the challenges and opportunities for scholars in studying learning and provide recommendations for building the theoretical and methodological rigor of the field.  相似文献

Despite international calls for data and information sharing in transboundary waters and basin-specific evidence of its importance to cooperative management, no systematic research has been undertaken to answer questions of where, how frequently, and which water resources data and information are exchanged. This paper examines all available transboundary water agreements signed between 1900 and 2007 to determine the degree to which water resources data and information is exchanged in the world??s regions, how the level of exchange has developed over time, and the different ways in which data and information sharing has been codified in practice. In doing so, we reveal important trends regarding the mechanisms, types, and frequencies of water resources data and information sharing??as well as differences across temporal and spatial scales, by treaty type and function, and regime type. The results indicate that data and information exchange as already practiced is more nuanced and, in some senses, widespread than may commonly be recognized. Further, the results reveal key linkages between democracy and data and information exchange and provide a basis to test analogous linkages related to data sharing and other variables in transboundary water settings.  相似文献

This article explores global and local discourses on how to implement the newly recognised human right to water and sanitation (HRtWS). We analyse the potential limitations of the human rights frame in the context of critiques that human rights are a liberal, Western discourse that does not reflect the lived experiences of non-Western countries. Through two case studies we find that there are two discourses emerging on how to implement the HRtWS. At the global level, as seen in the work of the UN Special Rapporteur on the HRtWS, we find a hegemonic discourse that is state-centric and market-friendly. In Bolivia, a country currently implementing a human rights-based approach to water services, we find a counter-hegemonic discourse on implementation. We argue that the hegemonic discourse is incomplete and does not fully address barriers to fulfilment of the right, such as state corruption and the needs of peri-urban residents.  相似文献

Institutions that have been set up by riparian states to internationally govern shared water resources—international River Basin Organizations (RBOs)—play a key role in river basin governance. Despite an increased attention paid to RBOs in international relations and water scholarship, there has been little focus on defining and conceptualizing RBOs and, subsequently, on comprehensively identifying the RBOs that exist around the world. This has challenged research around RBOs in both methodological and theoretical ways. This paper aims to meet this challenge by offering a theoretically grounded definition of an international RBO and crafting a comprehensive list of international RBOs. We do so deductively, building from the larger neo-institutionalist research and international water resources governance literature. Our definition identifies three broad categories of constitutive elements: internationalization, institutionalization and governance. We apply this definition to potential cases to better identify the extent of RBOs around the world today and outline which cases qualify as RBOs and which cases fail to meet our constitutive criteria. This allows us to compile a comprehensive list of all existing international RBOs, including the identification of RBOs with specific characteristics. The article concludes by crafting an agenda for future research around RBOs that builds on this more complete understanding of RBOs.  相似文献
