Behavioral public administration is the analysis of public administration from the micro‐level perspective of individual behavior and attitudes by drawing on insights from psychology on the behavior of individuals and groups. The authors discuss how scholars in public administration currently draw on theories and methods from psychology and related fields and point to research in public administration that could benefit from further integration. An analysis of public administration topics through a psychological lens can be useful to confirm, add nuance to, or extend classical public administration theories. As such, behavioral public administration complements traditional public administration. Furthermore, it could be a two‐way street for psychologists who want to test the external validity of their theories in a political‐administrative setting. Finally, four principles are proposed to narrow the gap between public administration and psychology.  相似文献

Transparency is considered a key value for trustworthy governments. However, the effect of transparency on citizens’ trust across national cultures is overlooked in current research. This article compares the effect of transparency on trust in government in the Netherlands and South Korea. The effect is investigated in two similar series of three experiments. The authors hypothesize that the effect of transparency differs because the countries have different cultural values regarding power distance and short‐ and long‐term orientation. Results reveal similar patterns in both countries: transparency has a subdued and sometimes negative effect on trust in government. However, the negative effect in South Korea is much stronger. The difference in the magnitude of transparency's effect suggests that national cultural values play a significant role in how people perceive and appreciate government transparency.  相似文献

This article contributes to the emerging literature on transparency by developing and empirically testing a theoretical framework that explains the determinants of local government Web site transparency. It aims to answer the following central question: What institutional factors determine the different dimensions of government transparency? The framework distinguishes three dimensions of transparency—decision making transparency, policy information transparency, and policy outcome transparency—and hypothesizes three explanations for each: organizational capacity, political influence, and group influence on government. Results indicate that each dimension of transparency is associated with different factors. Decision‐making transparency is associated with political influence; when left‐wing parties are strong in the local council, local government tends to be more transparent. Policy information transparency is associated with media attention and external group pressure, and policy outcome transparency is associated with both external group pressure and the organizational capacity. The authors discuss the implications for policy and administration.  相似文献

The field of public management is methodologically underdeveloped as compared to other disciplines. In order to derive the fullest benefits of methodological advancements, the field needs to invest in discussing and deliberating over the state of the art in methodological advances. Using state-of-the-art methods helps to produce knowledge that is useful for scholars and practitioners. This symposium aims to add to and improve the methodological toolkit available to public management scholars. We distinguish three categories that could strengthen the methodological toolkit: underutilized methods (such as ethnography), innovations in current methods (such as the synthetic control method for comparative case studies), and novel methods (such as natural language processing for content analysis). We hope that this symposium encourages scholars to seek for novel and improved methods to produce research that lives up to scientific scrutiny and is valuable for practitioners.  相似文献

Open government is an important innovation to foster trustworthy and inclusive governments. The authors develop and test an integrative theoretical framework drawing from theories on policy diffusion and innovation adoption. Based on this, they investigate how structural, cultural, and environmental variables explain three dimensions of open government: accessibility, transparency, and participation. The framework is tested by combining 2014 survey data and observational data from 500 local U.S. government websites. Organizational structure, including technological and organizational capacity, is a determinant shared by all dimensions of open government. Furthermore, accessibility is affected by a mixture of an innovative and participative culture and external pressures. A flexible and innovative culture positively relates to higher levels of transparency, whereas capacity is a strong predictor of adopting participatory features. The main conclusion is that there is no one‐size‐fits‐all solution to fostering the three dimensions of open government, as each dimension is subject to a unique combination of determinants.  相似文献

Social media use has become increasingly popular among police forces. The literature suggests that social media use can increase perceived police legitimacy by enabling transparency and participation. Employing data from a large and representative survey of Dutch citizens (N = 4,492), this article tests whether and how social media use affects perceived legitimacy for a major social media platform, Twitter. A negligible number of citizens engage online with the police, and thus the findings reveal no positive relationship between participation and perceived legitimacy. The article shows that by enhancing transparency, Twitter does increase perceived police legitimacy, albeit to a limited extent. Subsequent analysis of the mechanism shows both an affective and a cognitive path from social media use to legitimacy. Overall, the findings suggest that establishing a direct channel with citizens and using it to communicate successes does help the police strengthen their legitimacy, but only slightly and for a small group of interested citizens.  相似文献

This article synthesizes the cross‐disciplinary literature on government transparency. It systematically reviews research addressing the topic of government transparency published between 1990 and 2015. The review uses 187 studies to address three questions: (1) What forms of transparency has the literature identified? (2) What outcomes does the literature attribute to transparency? and (3) How successful is transparency in achieving those goals? In addressing these questions, the authors review six interrelated types of transparency and nine governance‐ and citizen‐related outcomes of transparency. Based on the findings of the analysis, the authors outline an agenda for future research on government transparency and its effects that calls for more systematically investigating the ways in which contextual conditions shape transparency outcomes, replicating studies with varying methodologies, investigating transparency in neglected countries, and paying greater attention to understudied claims of transparency such as improved decision making and management.  相似文献

Decision transparency is often proposed as a way to maintain or even increase citizen trust, yet this assumption is still untested in the context of regulatory agencies. We test the effect of transparency of a typical decision tradeoff in regulatory enforcement: granting forbearance or imposing a sanction. We employed a representative survey experiment (n = 1,546) in which we test the effect of transparency in general (providing information about a decision or not) and the effect of specific types of transparency (process or rationale transparency). We do this for agencies supervising financial markets, education, and health care. We find that overall decision transparency significantly increases citizen trust in only two of the three agencies. Rationale transparency has a more pronounced positive effect only for the Education Inspectorate. We conclude that the overall effect of decision transparency is positive but that the nature of the regulatory domain may weaken or strengthen this effect.  相似文献

ABSTRACT

Red tape is one of the most often-mentioned nuisances citizens experience with government. However, there is a dearth of red tape research focusing on citizens. Therefore, the primary goal of this article is to analyze the effect of red tape on citizen satisfaction. The secondary goal is to go beyond testing a linear relationship between red tape and citizen satisfaction by examining individual factors that may moderate this relationship. In order to analyze the red tape/satisfaction relationship, we have designed an experiment in which 179 subjects participated. Experiments are still relatively rare in public administration, but are increasingly seen as a rigorous and useful method for theory testing and development. We found that red tape has a strong negative effect on citizen satisfaction, and that this effect is weaker when citizens have high knowledge of political processes. We conclude with implications and a future research agenda.  相似文献
