Renaturalisierung sozialer Ungleichheiten? Zu Wolfgang Kerstings vergeblicher Hoffnung, auf dem Weg von John Rawls über Robert Nozick zu einer liberalen Sozialstaatsphilosophie zu gelangen

In 2000, Wolfgang Kersting gave a much acknowledged outline concerning a liberal welfare state-philosophy within the debate on libertarianism and egalitarianism. Kersting, who used to sympathize with John Rawls’ theory of justice, now bases his approach on a ‘naturalism of merits’, which he polemically distinguishes from all egalitarian forms of political liberalism. This article deals with Kersting’s way from John Rawls’ ‘Theory of Justice’ (1971) via Robert Nozick’s ‘Anarchy, State, and Utopia’ (1974) to his present conception of a minimal welfare state; furthermore, the article points out that Kersting’s conception is appropriate neither to the complexity of modern societies nor to the basic normative standards of the classical political liberalism.     

Rechtsextremistische Wahlabsicht und regionaler Kontext: Mehrebenenanalysen zur Rolle sozialer Milieus und regionaler Gruppenkonflikte in Deutschland

In this article, we test individual and contextual level hypotheses about right-wing extremist voting in Germany derived from cleavage theory and the theory of realistic group conflicts. The data base is exceptional insofar as it allows multilevel analyses of right-wing extremism that include the level of the German districts between the respondent and the federal state level. Our findings demonstrate — to our knowledge for the first time — that the contextual influence of the religious/catholic milieu as well as of the regional tradition of trade union membership reduce the likelihood of a right-wing extremist party preference. Cleavage theory is thus clearly supported. With respect to the theory of realistic group conflicts we find support for some of its implications.     

STR analysis of artificially degraded DNA-results of a collaborative European exercise

Degradation of human DNA extracted from forensic stains is, in most cases, the result of a natural process due to the exposure of the stain samples to the environment. Experiences with degraded DNA from casework samples show that every sample may exhibit different properties in this respect, and that it is difficult to systematically assess the performance of routinely used typing systems for the analysis of degraded DNA samples. Using a batch of artificially degraded DNA with an average fragment size of approx. 200 bp a collaborative exercise was carried out among 38 forensic laboratories from 17 European countries. The results were assessed according to correct allele detection, peak height and balance as well as the occurrence of artefacts. A number of common problems were identified based on these results such as strong peak imbalance in heterozygous genotypes for the larger short tandem repeat (STR) fragments after increased PCR cycle numbers, artefact signals and allelic drop-out. Based on the observations, strategies are discussed to overcome these problems. The strategies include careful balancing of the amount of template DNA and the PCR cycle numbers, the reaction volume and the amount of Taq polymerase. Furthermore, a careful evaluation of the results of the fragment analysis and of automated allele calling is necessary to identify the correct alleles and avoid artefacts.     

Education cooperation in the European Union at the threshold of the New Millenium

The principles of ‘double relevance’ and ‘user-friendliness’ are seen as being essential for the implementation of the EU education programmes SOCRATES II and LEONARDO da VINCI II. Against the background of the acquis in EU education cooperation two points are explored: a) the articles of the Treaty are not fully used, and b) the framework set is increasingly proving to be too restrictive. The Luxemburg process and the Bologna conference are the reason for the second point. The opinion is put forward that the exchanges of students and teachers and the information exchange can be further europeanized and, eventually, be organized in permanent European structures.
