How Americans Think About Trade: Reconciling Conflicts Among Money, Power, and Principles

Trade has again emerged as a controversial issue in America, yet we know little about the ideas that guide American thinking on these questions. By combining traditional survey methods with experimental manipulation of problem content, this study explores the ideational landscape among elite Americans and pays particular attention to how elite Americans combine their ideas about commerce with their ideas about national security and social justice. We find that most American leaders think like intuitive neoclassical economists and that only a minority think along intuitive neorealist or Rawlsian lines. Among the mass public, in contrast, a majority make judgments like intuitive neorealists and intuitive Rawlsians. Although elite respondents see international institutions as promising vehicles in principle, in practice they favor exploiting America's advantage in bilateral bargaining power over granting authority to the World Trade Organization. The distribution of these ideas in America is not arrayed neatly along traditional ideological divisions. To understand the ideational landscape, it is necessary to identify how distinctive mentaal models—mercantilist, neorealist, egalitarian, and neoclassical economic—sensitize or desensitize people to particular aspects of geopolitical problems, an approach we call cognitive interactionism.     

Media and subnational democracy: the case of Bahia,Brazil

It is a well-known fact that the transition to and consolidation of democracy in Latin America have been problematic, especially at the subnational level. It is also commonplace to equate an independent media system with a strong democracy. While each of these fields has witnessed important developments in the last decade or so, there have been sparse attempts to draw the theoretical links between them. In this article, I argue that there are important insights to be gained from such an endeavour. Bahia, a state in north-eastern Brazil, is an ideal case study to bring these perspectives together. This study offers fresh insights on state–society relations at the subnational level and on the contemporary interaction between the public and the private spheres in Latin America. Last but not least, it will also provide a better grasp on the challenges democratization faces at the subnational level and the role of the media in them.     

Asia‐Pacific economic cooperation: Progress and prospects

Secretary of Foreign Affairs Domingo L. Siazon Jr. of the Philippines discusses the Asia‐Pacific Economic Cooperation (APEC) forum's path to the present, and charts a map for its future. Siazon sees the importance of promoting greater private‐sector involvement in APEC and enhancing economic cooperation among member economies. Siazon discusses the special significance of this year's meetings to be held at Subic Bay in the Philippines, the former home of the US Pacific Fleet and now a growing industrial and tourism center. Pursuing APEC's free‐trade goals, he says, holds the brightest economic future for the Philippines and the region.     

The Frye hearing in Florida: an attempt to exclude scientific evidence

State Supreme Courts require a minimum threshold of reliability and acceptance in the scientific community for all medical and similar evidence to be admitted at trial. In Florida and some other states, the courts adhere to what is known as the Frye standard, whereas in most states and in Federal Courts, it is the so-called Daubert standard. The jurisdiction of the present case is Hillsborough County (Tampa), Florida. Forensic pathologists seldom, if ever, are requested to participate in such hearings, unlike their toxicological and basic science colleagues who are more involved in research methodology and technical procedures. The burden is on the proponent of the evidence to prove the general acceptance of both the underlying scientific principle of the test and procedures used to apply that principle to the facts of the case at hand. The trial judge has the sole discretion to determine this question and general acceptance must be established by a preponderance of the evidence. The authors describe in detail a hearing in a case in which they were all involved. One author (WQS) had researched and documented the original scientific methodology in the literature. The situation involved a car and tractor trailer crash with the two occupants of the car dying of multiple trauma, whereas the truck driver was not injured. Autopsy of the auto driver revealed multiple injuries with exsanguination, and only vitreous humor and liver tissue, but not blood, were tested for ethyl alcohol. The estate of the driver of the automobile brought suit against the owner of the trucking company for wrongful death. The plaintiff requested a Frye hearing to question the reliability of testing other body specimens to translate to probable blood alcohol level. The testimony, submitted documents, and eventual decision by the judge are discussed.     

AFTER LABELING AND CONFLICT

Criminology will become somewhat more concerned for values in the future hence shifting slightly from the empirical, scientific end of the spectrum toward the normative, philosophical end. This will result from crises in criminal justice. from the “coming crisis in western sociology.” from the effects of “critical criminology” from changes in social science generally. and from broader circumstances of criminology and criminal justice.
