Sustainable development in Quebec and Flanders: Institutionalizing symbolic politics?

Since the publication of the Brundtland Report in 1987, governments at all levels have been struggling with the concept of sustainable development and its translation into public policy. In some federal countries, subnational governments have presented themselves as pioneers in sustainable development governance. This article critically analyses and compares the sustainable development policies in Quebec and Flanders – self‐declared leaders in the field – and seeks to identify lessons for the broader area of sustainable development governance. The analysis reveals some similarities in the policies and several problems. While certain investments are made at the administrative level, the policies are characterized by symbolic politics, devoid of political significance and not moving beyond cosmetic, rhetorical engagement. A renewed political commitment for sustainable development, as set out by the recent Rio+20 Summit, is urgently needed.     

Whole Plastome Sequences of Two Drug-Type Cannabis: Insights Into the Use of Plastid in Forensic Analyses

DNA is one of the fastest growing tools in forensic sciences, increasing reliability in forensic reports and judgments. The use of DNA has increased in different areas of the forensic sciences, such as investigation of plant species, where plastid DNA has been used to elucidate and generate evidence in cases of traceability of genetically modified and controlled plants. Even with several advances and the practice of using DNA in forensic investigations, there are just few studies related to the identification of genetic tools for the characterization of drug and nondrug-types of Cannabis. Herein, the whole plastomes of two drug-type Cannabis are presented and have their structures compared with other Cannabis plastomes deposited in the GenBank, focusing in the forensic use of plastome sequences. The plastomes of Cannabis sativa “Brazuka” and of the hybrid Cannabis AK Royal Automatic presented general structure that does not differs from the reported for other C. sativa cultivars. A phylogenomic analyses grouped C. sativa “Brazuka” with the nondrug C. sativa cultivars, while the hybrid Cannabis AK Royal Automatic placed isolated, basal to this group. This suggests that the analysis of plastomes is useful toward genetic identification of hybrids in relation to C. sativa.     

From Corporatism to Lobbyism? — Parliaments,Executives, and Organized Interests in Denmark and Norway

The integration of organized interests into the formation and implementation of public policies is a core institutional trait of the Scandinavian countries. However, significant changes have taken place in the relations between organized interests and public authorities in Denmark and Norway during the last two decades. The use of traditional corporatist structures of interest intermediation has been reduced in favor of a corresponding increase in lobbyism. At the same time a marked increase in the frequency and intensity of contacts between organized interests and parliamentary actors has taken place. The shift in focus mirrors the increasing role played by the two parliaments in public policy formation and a less positive assessment of the outcomes of strongly institutionalized corporatist policy making by administrative decision makers.     

The 2015 Norwegian Local Elections: Support for Governing Radical Right Progress Party Plummets and Great Gains for Greens in ‘Second-Order’ Elections

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. Although the elections were shaped by national politics, municipal and county variation shows that local political factors did matter.     

„Outstanding universal value“. Die Arbeit an der Universalisierung des Wertvollen im UNESCO-Welterbe

The UNESCO World Heritage List is an international inventory of natural and cultural sites that are, according to the conception of its initiators and administrators, of importance for mankind as a whole. The evaluation of the list can be interpreted as a specific form of the social production of the valuable. Focusing on the cultural sites, the paper argues that the production of World Heritage renders a form of practical universalization of the value of particular goods. It centres on the questions of how a site is produced as culturally valuable, how its value is universalized, and what role is played by the concept of authenticity in the process. Two aspects of the evaluation practice are examined with regards to the production of universalization: working with and working on the assessment criteria. It is shown that universality and particularity are interwoven in this practice.
