It is widely argued that increased community participation in government decision making produces many important benefits. Dissent is rare: It is difficult to envision anything but positive outcomes from citizens joining the policy process, collaborating with others and reaching consensus to bring about positive social and environmental change. This article, motivated by contextual problems encountered in a participatory watershed management initiative, reviews the citizen-participation literature and analyzes key considerations in determining whether community participation is an effective policy-making tool. We list conditions under which community participation may be costly and ineffective and when it can thrive and produce the greatest gains in effective citizen governance. From the detritus of an unsuccessful citizen-participation effort, we arrive at a more informed approach to guide policy makers in choosing a decision-making process that is appropriate for a community's particular needs. 相似文献

The transition to high school has been identified as a potentially difficult time in adolescents’ lives. Reductions in both
academic and social functioning often accompany this transition. While these effects have been documented in urban youth,
the move to high school has not been extensively studied in rural minority youth. Toward that end, the academic grades and
substance use in ninth grade of 447 (184 male and 263 female) African-American adolescents from two rural counties in a state
in the deep South were examined in relation to configurations of adaptation from sixth through eighth grade. Results indicate
that individual with consistently positive patterns across middle school had higher grades and lower rates of substance use
compared to individuals with persistent difficulties or those that transitioned to problem behavior. Many individuals who
improved in their patterns of adaptation had relatively high grades, but also rather high rates of substance use in the ninth
grade.

in Developmental Psychology from the University of North Carolina at Chapel Hill. His major research interests include peer
relations and the development of aggression.
Thomas W. Farmer is an associate professor of education at Pennsylvania State University and director of the National Research
Center on Rural Education Support. He received his PhD in Special Education from University of North Carolina at Chapel Hill.
His major research interests include peer relations and the development of aggression in students with and without special
needs.
Matthew J. Irvin is a research scientist at the Center for Developmental Science at the University of North Carolina at Chapel
Hill. He received his PhD in Educational Psychology from the University of North Carolina at Chapel Hill. His major research
interests include resilience and student engagement.
Jana H. Thompson is a research associate at the Center for Developmental Science at the University of North Carolina at Chapel
Hill. Her research interests include peer social relations and developmental transitions into early adolescence.
Bryan C. Hutchins is a research assistant at the Center for Developmental Science at the University of North Carolina at Chapel
Hill. He is also a graduate student in the Educational Psychology, Measurement, and Evaluation Program at UNC. His research
interests include child and adolescent social development and school based emotional and behavioral interventions and prevention

Involuntary treatment is a concept often familiar to psychiatrists. In clinical practice, it usually involves the hospitalization and pharmacological management of patients with severe mental disorders. However, the scope of involuntary treatment is not limited to the management of mental illness alone. Psychiatric patients afflicted with medical illnesses may require hospitalization and invasive procedures for optimal management of these disorders. The following case illustrates a dilemma in which a psychotic patient refuses life-saving medical treatment; however, the treatment itself carries significant risk of morbidity and mortality. Cardiovascular disease continues to be the single most common generic cause of sudden and unexpected deaths. Atherosclerotic coronary heart disease and acute myocardial infarction are the most prevalent forms of fatal cardiac disease observed at autopsy. Other cardiac lesions are frequently listed as causes of death, but the prevalence of such lesions as incidental findings in the general population is unknown. In this study, 470 consecutive forensic autopsies were evaluated for minor and major anomalies. The most frequently observed major congenital finding was floppy mitral valve (5%). Tunneled coronary arteries, considered minor congenital findings, were seen in 29%. Atherosclerotic coronary heart disease was the most common major acquired finding, observed in 16% of cases. Policy makers have become increasingly interested in addressing the cultural dimensions of child support, "responsible fatherhood," and marriage in poor communities. However, policy studies have primarily focused on identifying economic determinants of these issues, with a substantial amount of variation in their statistical models left unexplained. This article draws on in-depth interviews the author conducted with disadvantaged mothers and fathers to illustrate how a systematic investigation into the meaning of low-income men's ties to families may fill in or provide alternative explanations for some important questions related to paternal involvement. In particular, it suggests that analyzing fathers' relationships through a cultural lens may not only reveal new information about the meaning of their emotional involvement, informal support, care of children, and conflicts with mothers which future policy studies should consider but may also inform policy initiatives by reducing the risk that they will be misdirected or have unintended consequences for poor families. 相似文献

Although juvenile drug courts (JDCs) have now been in operation for 17 years, there is still no definitive appraisal as to this model's cost effectiveness and in particular, no detailed cost analysis of a JDC program following the 16 strategies until this one. The cost data presented in this paper build on the process and outcome evaluations performed on the Clackamas County Juvenile Drug Court (CCJDC). The criminal justice costs incurred by participants in drug court are compared with the costs incurred by eligible non‐participants. CCJDC participants had far more positive outcomes than those who did not participate in the program. In the two years after drug court entry, CCJDC participants cost the taxpayers $961 less per participant than similar individuals who did not attend the drug court program. 相似文献
