Recent British work has focused attention on preventing repeat victimization as part of an overall crime prevention strategy. Because domestic violence victims are among those most likely to suffer multiple victimizations, they are logical candidates for programs targeted at reducing repeat victimization.
This article reports on a joint law enforcement-social services approach to reduce the incidence of repeat domestic violence. The research design randomly assigned households reporting domestic incidents within two public housing police service areas in New York to receive or not receive a follow-up to the initial patrol response. (The follow-up visit was conducted by a police officer and a social worker.) In addition, housing projects in the same area were randomly assigned to receive or not receive public education about domestic violence.
Neither treatment produced a reduction in violence. However, households in projects that had received public education and households that received the follow-up visits were both more likely to report new violence to the police than households that did not receive the treatments. Moreover, the effect of the follow-up visit was most pronounced among households with more serious histories of violence. The results suggest that the interventions increased citizens' confidence in the ability of the police to handle domestic situations.  相似文献

Although public administration scholars have long been interested in promoting administrative ethics, recent lapses in judgment by government employees make the study of ethics even more pressing. Yet, we know relatively little about how public values and publicly oriented motives influence the ethical obligations employees reference when confronting organizational problems. We employ Perry's (2000) process model of public service motivation to connect public values, public service motivation, and employees' understanding of their ethical obligations. Using data collected from over 1,400 managers in United States municipal governments, we present findings that suggest that public service motivation appears to be positively correlated with ethical obligations rooted in virtue and integrity, or high road ethics, for less professionalized employees. Further, broader constellations of public values encourage increased application of high road ethics for the same employees, but only to the extent that they foster public service motivation.  相似文献

Explanations for collective racial violence in America and Britain can be classified into three: communal disorder, political contention and class struggle. The first portrays rioting as the expressive acts of aggrieved but disorganized groups, the second as instrumental action by new contenders for political power and the third as authentic class rebellion based upon socially cohesive communities. The areas of disagreement between these three are examined and their different judgements about the character of the violence is assessed. Contrary to the concerns of much empirical research, the primary dispute is over the capability for collective action which ordinary social networks accord oppressed groups. The different approaches either devalue or exaggerate the type of collective action which can be organized on the basis of informal contacts. As a consequence they fail to recognize the occurrence of a fourth type of riot, civil resistance, and incorrectly assess the powerless position which some disadvantag ed minorities occupy.  相似文献
