The influence of women in organizational transparency is an understudied vein of representative bureaucracy. Literature claims that the increase of women in formal political representation opened the opportunity to bring to public organizations gender diversity, experiences, and values different from those of men. It highlights the beneficial leadership styles and the legitimacy of public bureaucracies. Since gender equality in Spanish local government has increased in recent years, it was the trigger and the aim for this study: to understand the influence of women’s political representation on the level of Spanish municipalities’ transparency. The analysis draws on panel data econometric techniques. The results reinforce the discussion that the representation of women in local political life will increase information transparency and reduce information asymmetry in municipalities.  相似文献

Despite the growing interest on the influence of gender in local government, the relationship between women’s political representation on municipalities, as council member or as female mayors, and transparency is an under-researched topic. This article analyses the political representation of women in Spanish local councils and their influence on the level of transparency. Results show that women’s political representation in municipalities has a positive influence on the level of transparency, increasing information transparency and reducing information asymmetry.  相似文献

This article analyses a New Public Management (NPM) style of reform recently introduced in Portuguese public administration. The reform introduces new organizations to a method of delivering public services called 'Citizen Shops' (CS) ( Lojas dos Cidadãos ). Several public services are concentrated in a single building whose management follows the practices of the private sector concerning service delivery and opening times, rather like a 'shopping centre'. 'Citizen Shops' is a kind of agencification and is an attempt to avoid the constraints of civil service red tape and bureaucratic resistance to change. The author argues that the extent to which new ideas were imported from NPM was limited and constrained by the institutional framework and the culture prevailing in Portuguese bureaucracy. Citizen Shops reproduced the hierarchical and centralized nature of service delivery and followed the traditional patterns of control. The prevailing structure is an important constraint on NPM development.  相似文献

SUMMARY

The province of Barcelona became one of the major industrial regions at the outset of the first industrial revolution in Spain. The province of Barcelona had a distinctive place in the Spanish monarchy and it was an area where agriculture was the most important economic activity. This situation coincided with the beginning of liberal parliamentarism in Spain and it determined the profile of the Catalan MPs. For this reason, this article explores the profiles of the 85 deputies elected by the province of Barcelona during the period of liberal parliamentarianism (1834–54). The date and place of birth, profession, parliamentary experience and political militancy are examined, as is the development of cursus honorum, the ladder of political career advancement, based on the ‘course of honours/offices’ that operated in ancient Rome for men of senatorial rank and comprised a mixture of administrative and political posts. A quantitative analysis indicates a characteristic profile that is also aligned to a general European pattern. For instance, liberal professionals and public officials were significant in the professional status of the MPs. Besides, this study also considers the issues and questions which attracted the attention of the Catalan MPs and which were also willingly used by the MPs to mobilize public opinion. Furthermore, the MPs chosen by the province of Barcelona during the rise of the parliamentary system acted in an autonomous manner. Important examples of this autonomous political behaviour include the defence of a unitary position concerning industrial issues, military intervention in the province of Barcelona, and with tax policies.  相似文献

This paper analyses the privatisation process carried out in Spain through the period 1985–1998. Firstly, an updated overview of the magnitude of the process is presented, paying also attention to the legal background, the economic features of the privatised firms, and the ways and procedures. And secondly, the paper provides a critical assessment of the objectives that the successive governments have actually pursued through privatisations; so, we attempt to verify to which extent privatisations carried out could be related to the usual explanatory hypotheses based in the property rights theory. As a result it is argued here that the main goals actually pursued by Spanish governments (given the features of the privatised firms) do not fit well with such hypotheses.  相似文献

This article focuses on Barcelona's art market to explore the underlying factors behind the clustering of art dealers in several of the city's districts. Drawing upon quantitative and qualitative data, the article analyzes how such clustering reveals a strategic action in the sense attributed to it by Crozier and Friedberg (1981 Crozier, Michel and Friedberg, Erhard. 1981. L’acteur et le système, Paris: Éditions du Seuil.  [Google Scholar]). Gallery districts are not a reflection of structural factors (economic, urban development-related, or social) but are the result of a combination of strategic choices—either individual or collective—which explain the permanence of leading gallery districts or the emergence of new ones.  相似文献
