This paper looks at the genesis of a discourse on urbanismo (city planning) in Brazil and Argentina between 1894 and 1945 using the ideas of Michel Foucault on discipline and his concept of bio–power. The demographic pattern of the major cities in both countries from 1890 onwards and the renewals of the centres of these cities are also discussed. Other sections are dedicated to the plans proposed for the same cities in the 1920s and to urban representations, such as ideas about social reform, the role of hygiene as a point of departure for planning, and the relationship of ideas on Taylorism (scientific management) and the city. The paper also discusses the planners opposition to elections, when they claimed that they were the only ones qualified to deal with urban problems and therefore they should be employed in the state apparatus.
Other concerns of the paper are the use of planning as an element of nation building and ideas defining eugenics (race 'betterment') as an important aspect of city planning. I conclude by arguing that, if implemented, city planning was a way of creating an industrial culture, disciplining society through the city, although the industrial proletariat has never made up the majority of the population in Brazil or Argentina. Even if many aspects of the plans proposed for both countries were not implemented, the discourse of planners can be seen as a will to discipline society through the city. Following the premature collapse of an eclectic right-wing and centre-left government, Israelis went to the polls on the 17 March, 2015. Despite what appeared to be a clear-cut right-wing victory, the thirty-fourth government of Israel was constituted 14 May, 2015, over two months after incumbent Prime Minister Benjamin Netanyahu’s apparent electoral triumph. This profile examines the contours of Israel’s recent election campaign and formation of a new government, assessing the triumphs and pitfalls of Israel’s major political parties during the election period. Similarly, this profile delineates the major political issues and dominant personalities featuring throughout the campaign. Subsequently, this profile traces the often-frantic coalition negotiations that led to formation of the thirty-fourth Israeli administration. Finally, the domestic and foreign policy implications of an increased hegemony of right-wing parties in the current government are outlined. Conversely, the narrow majority of the new government suggests ideological homogeneity may come with a price of increased political instability for Prime Minister Netanyahu.  相似文献

Abstract

This article engages with current debates on ‘lad cultures’ by questioning how we understand the term in the specific context of everyday sexism and within groups of men varying in age. Further to this, using a feminist and critical masculinity studies perspective, the article will explore how men do not necessarily comprehend their behaviour within the framework of lad culture or within the continuum of sexual violence. Through discussion of ethnographic and interview data collected over a year at a site historically associated with lad cultures, that of a Rugby Union club in Northern England, an alternative way of conceptualising masculinity and everyday sexism, ‘mischievous masculinities’, is proposed. Men in the research practiced what I term mischievous masculinities, whereby they implemented ‘banter’ to aid in both the construction and de-construction of sexist ideas within the rugby space. Performing mischievous masculinity enabled men of all ages to both engage in and simultaneously challenge everyday sexism in ways they understood to be ‘innocent’. However, the continual framing of banter as ‘just a laugh’ demonstrated that this form of sexism can be construed as problematic, due, in part, to its subtlety, in relation to more overt and violent sexist practices. A key difference between the men in my research and previous theorising of ‘lad culture’ is the recurring theme amongst older participants that ‘I should know better’, demonstrating consciousness of the sexist and problematic connotations which could be drawn from this interaction. This notion of mischievous masculinities then, in the context of a life course perspective, can be seen to challenge more established notions of an unreflexive lad culture, thus affording a more nuanced understanding of everyday sexism amongst more diverse groups of men than currently exists, as well as allowing for men’s agency in a specific site.  相似文献

Selectively using Tocqueville, many social scientists suggest that civic participation increases democracy. We go beyond this neo-Tocquevillian model in three ways. First, to capture broader political and economic transformations, we consider different types of participation; results change if we analyze separate participation arenas. Some are declining, but a dramatic finding is the rise of arts and culture. Second, to assess impacts of participation, we study more dimensions of democratic politics, including distinct norms of citizenship and their associated political repertoires. Third, by analyzing global International Social Survey Programme and World Values Survey data, we identify dramatic subcultural differences: the Tocquevillian model is positive, negative, or zero in different subcultures and contexts that we explicate.  相似文献

Scholarship about the Chinese hukou (household registration) system has focused on the advantages and entitlements associated with urban hukou. This paper shifts attention to the key entitlement provided by rural hukou – village land. While early hukou reforms were mainly designed to open up urban labor markets to rural migrants, recent reforms have also begun to open up rural land markets, by replacing hukou-based land rights with market-based rights. These reforms are designed to facilitate land concentration and the transfer of land to outside developers and agribusiness companies, which has been hindered by hukou-based land rights. Underlying the reforms is the government's agenda of promoting large-scale agriculture and urbanization, both of which require the removal of a large portion of the rural population from the land. By focusing on land rights rather than urban benefits, this paper provides a new perspective on the evolution of the hukou system, and highlights the negative implications of recent reforms for livelihood security in the countryside.  相似文献

Historicising Chinese foreign‐aid thinking has become indispensable given China's increasing global role. This article examines a key aspect of this context: the Great Leap Forward and the emerging Sino‐Soviet split period (1958‐1961). The Peking Review is utilised as a window into official aid‐related discourses of the time. The article is organized around an aid vs. “aid” rhetorical and conceptual symmetry within the magazine. Aid is ultimately what Mao Zedong and other leaders intend audiences to code as pro‐development and prestigious. The greater the unreciprocated cost to the donor and the higher the embodied technology, the more helpful and prestigious the donor. At the same time, the more ideologically correct the recipient or donor, the greater its relative prestige in the equation. An ideologically correct recipient such as China deserves more help but needs it less, and accrues more prestige even as it gives comparatively less aid. “Aid” is the reverse image of aid in that it is harmful rather than helpful. But instead of being the opposite of prestigious, “aid” is powerful in a predatory, paper tiger‐like way. While this discourse reflects parochial concerns of the period, the underlying concepts are likely to continue to influence contemporary Chinese aid thinking and practices.  相似文献
