It is a well-known fact that the transition to and consolidation of democracy in Latin America have been problematic, especially at the subnational level. It is also commonplace to equate an independent media system with a strong democracy. While each of these fields has witnessed important developments in the last decade or so, there have been sparse attempts to draw the theoretical links between them. In this article, I argue that there are important insights to be gained from such an endeavour. Bahia, a state in north-eastern Brazil, is an ideal case study to bring these perspectives together. This study offers fresh insights on state–society relations at the subnational level and on the contemporary interaction between the public and the private spheres in Latin America. Last but not least, it will also provide a better grasp on the challenges democratization faces at the subnational level and the role of the media in them.  相似文献

The pandemic of Covid-19 has exposed the veins of inequality in Latin America. With a socioeconomic disaster looming, social emergency policies seemed inevitable. Yet while governments argue over the continuity of such policies and whether the fiscal rules in place should be respected, no sustainable response has come out. This essay problematises whether the pandemic could represent a critical juncture to forge ahead with political narratives that highlight tax exemptions and privileges enjoyed by the rich. We analyse the mitigation measures adopted by Argentina, Brazil, Chile and Uruguay and their repercussions on the debate surrounding progressive tax reforms to fund social schemes.  相似文献

It has been more than 3 years since the collapse of the investment bank Lehman Brothers and the beginning of the Troubled Asset Relief Program. Most recently, the sovereign debt crisis in Europe has led to the bailout of the governments of Ireland, Portugal and Greece. A main reason behind these bailouts is to support European banks loaded with government bonds on their balance sheet. In this article we analyze the detrimental consequences of the public bailout in 2008 and argue that a free market alternative existed. The alternative of a private bailout outlined in this article, consisting of the conversion of liabilities into equity and a private capital increase, largely avoids the problems of a public bailout. Similarly, a public bailout of governments of the Eurozone to sustain banks may be detrimental.  相似文献

This article sets out changes which the Colombian party system experienced throughout the last two decades. It focuses on the topics, ideology and party divisions present in a representative sample of the last four legislatures’ congress members. This study is based on factorial and discriminate analyses, making use of the Latin American Parliamentarian Elites database. This article holds that the 2003 political reform had a positive effect on Colombian parties’ and social movements’ ideological coherence within Congress. Electoral reforms are also discussed in the light of these findings.  相似文献

Biodiversity loss remains one of the most pressing issues for global governance. This situation can be seen in Argentina and Chile through the effects of biodiversity loss caused by the introduction and expansion of beavers in Southern Patagonia. This case is interesting because, despite the Beagle conflict (i.e., the border dispute) between these countries some decades ago, nowadays Argentina and Chile are facing shared environmental problems and both are actively seeking solutions. The main question in this paper is, how did Argentina and Chile search for a solution to shared environmental problems caused by the expansion of beavers in Southern Patagonia? This paper tackles this question and presents the results of the conducted qualitative research. The results indicate that, in order to understand what Argentina and Chile are doing to achieve a solution to their shared environmental problems, research cannot be exclusively focus on domestic affairs. Instead, this issue requires taking into account how international dimensions influenced domestic policies. As this paper argues, in Argentina and Chile, international cooperation is a method of influencing biodiversity governance through funds granted by international organizations and international expert recommendations.  相似文献
