Since the 1980s, regulated markets and New Public Management have been introduced in the public sector across the world. How they have affected existing governance mechanisms such as self‐regulation and state regulation has remained largely unexplored, however. This article examines the origins and consequences of institutional layering in governing healthcare quality. Dutch health care, where a market‐based system has been introduced, is used as a case study. The results show that this market‐based system did not replace but modified existing institutional arrangements. As a result, hospitals have to deal with the fragmentation of quality demands. Using the concept of institutional layering, this study shows how different arrangements interact. As a consequence, the introduction of a certain policy reform will work out differently in different countries and policy sectors. Our ‘archaeological’ study in this layering can be seen as an example of how such incremental change can be studied in detail.  相似文献

Scholars' criticism of transparency in public–private partnerships (PPPs) often focuses on ‘external’ transparency, that is, the extent to which internal information is visible to the outside world. However, to achieve external transparency, internal transparency – the availability and inferability of information for the public procurer and the private party – is crucial. In this article we analyse input, process, and output transparency from three different perspectives (institutional, cognitive, and strategic) in four PPPs in the Netherlands. We conclude that input transparency is high, but process and output transparency less so. Moreover, output transparency has gained importance in PPPs. Whether this is problematic depends on the PPPs' institutional environment. In some partnerships the desired output is uncontested and predetermined by clear standards in the institutional environment, whereas other PPPs deal with contested output norms, decreasing the partnerships' transparency. These results nuance the current debate on the lack of transparency in PPPs.  相似文献

Extending Koons‐Witt's (2002) study of whether sex‐based disparities in imprisonment likelihoods changed under sentencing guidelines in Minnesota, we examined similar models for Ohio with additional analyses of felony conviction likelihoods and sentence length for 5,472 felony defendants from twenty‐four trial courts. The main effects of a defendant's sex on imprisonment were significant during both periods (unlike the Minnesota findings), consistent with a chivalry perspective. Random coefficient models revealed that these effects were similar across the twenty‐four jurisdictions. Analyses also revealed significant postguideline reductions in sentence length disparities based on a woman's race and number of dependent children, yet increased disparities in imprisonment likelihoods postguidelines based on a woman's race and whether she was convicted on drug charges. These and other findings are discussed in the context of the Ohio legislature's implementation of a sentencing scheme that retains considerably more judicial discretion relative to Minnesota's template.  相似文献

Political scientists have long known that the equal representation of states in the U.S. Senate and the placement of state lines might disadvantage politically relevant groups, granting some citizens greater voting weight in the chamber. Yet we lack systematic, longitudinal evidence that identifies the groups disadvantaged by Senate malapportionment, the sources of this disadvantage, and probes the policy consequences. In this article, I compare each state's liberalism and racial composition with its relative voting weight in the Senate over time. Additionally, I examine whether roll‐call coalitions in the Senate map onto these patterns of state ideology and racial composition.  相似文献

There is reason to suspect that lower levels of exposure to criminogenic peer‐based risks help explain why immigrant youth are less involved in crime and violence. However, it also is possible that if and when they do encounter these risks, immigrant youth are more vulnerable to them than are native‐born youth. Drawing from literature on the adaptation experiences of immigrant adolescents, we hypothesize that immigrant youth will be relatively more susceptible to the effects of both 1) exposure to deviant peers and 2) unstructured and unsupervised socializing with peers when compared with their nonimmigrant counterparts. Using a sample of approximately 1,800 adolescents from the Project on Human Development in Chicago Neighborhoods (PHDCN) study, we find support for our first hypothesis but not the second. Specifically, in both cross‐sectional and longitudinal models, we find that exposure to deviant peers has a greater impact on violence among immigrant youth than it does for native‐born youth. Furthermore, this pattern of results is supported with supplemental, sensitivity analysis using the AddHealth data. In contrast, there are no statistically significant differences across immigrant generation status with regard to the effect of informal socializing with peers on violence.  相似文献

An impressive number of inquiries across an array of methodological specifications has demonstrated that deviant peers are an important correlate of various criminological outcomes, which include within‐ individual change and stability in offending behavior. Still, the causal mechanisms of peer influence arguably remain underdeveloped (Giordano, 2003; Warr, 2002). In an attempt to expand the dialogue on the nature of peer influence, this inquiry proposes that scholars would benefit from considering relative peer deviance in addition to exposure to deviant peers. Specifically, it argues that an imbalance in delinquency between friends helps to explain delinquency change/stability; therefore, exposure to deviant peers is not always risky and exposure to less deviant peers is not always protective. The analysis uses the Add Health data to construct within‐individual and across‐individual (delinquency) difference scores and relies on self‐reports rather than on perceptions for the best friends' delinquency. The results provide support for the premise that adolescents attempt to achieve delinquency “balance” with their best friend by changing behavior, net of raw peer deviance levels (i.e., objective exposure). The findings also suggest that balance is not achieved through selection, given that the deviance gap between the respondent and his or her best friend does not predict friendship stability. The discussion considers these results from a theoretical and empirical perspective and offers several avenues for future research.  相似文献
