Dialogue,a Common Aspiration

Despite disruptions triggered by the COVID-19 pandemic, cooperation between China and Latin American and Caribbean (LAC) countries has continued at an accelerated pace, former Chilean President Eduardo Frei Ruiz-Tagle said at the Fourth Dialogue Between the Civilizations of China and Latin America and the Caribbean on October 22. He was echoed by Ma Peihua, former Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, who stressed that in a complex and volatile world, it is never a sustainable solution for countries to detach themselves from the interna-tional community. Developing countries, including China and LAC nations, need to work together, support one another, and conduct cooperation and exchanges.

Mobilising the Periphery: Brazil's My House My Life Programme and the Homeless Workers' Movement

Brazil's Movimento de Trabalhadores Sem Teto (MTST, Homeless Workers' Movement) has grown dramatically in recent years. This growth was partly provided for by the use of a large government housing programme, Minha Casa Minha Vida (MCMV, My House My Life), which allowed the MTST to construct housing for its members and swell its ranks with thousands of new members. Yet some have argued that the MCMV programme used by the MTST may compromise the autonomy of civil society organisations. This article, by contrast, argues that while the MCMV programme encouraged bureaucratic practices, it also helped to promote the cultural politics of the MTST.

二十世纪八十年代以来,我国逐渐形成了数量繁多、相对较为齐全的城市规划法制体系.但由于受到指导思想、发展水平等主客观因素的制约,目前,我国城市规划法制在实践中出现了诸多弊端和不足.我国必须对城市规划的法制进行科学、理性的整合与完善.这种整合与完善应当以科学的可持续发展观为指导,应体现社会的公平性与正义性,注重对环境、对有关利益主体的权益保障.

Pensions, Politics, and Judicial Tenure: An Empirical Study of Federal Judges, 1869-2002

When Article III judges conclude active service, they effectivelyabdicate their seat and enable the president and Senate to selecta successor. Some judicial scholars have concluded that politicalfactors—both within and across institutions—largelyinfluence this decision. Analyzing judicial turnover, year byyear, this article finds that judges have increasingly synchronizedtheir departure from active service with qualifying for theirjudicial pension. By comparison, political and institutionalfactors appear to have little influence on turnover rates. Thesefindings contradict much of the existing scholarship on judicialturnover and also offer more viable alternatives for judicialreform.     

A Dialectic Study of the Structure and Basic Concepts of Traditional Chinese Law and an Analysis of the Relationship Between li (ceremony) and fa (law)

In the course of history, the meaning of fa (a Chinese character with an approximate meaning of “law”) has not been invariable, and its connotation in modern times has been enriched constantly, so as to incorporate many elements of ancient li (ceremony). If the modern concept of law, already changed and still changing, is to be used to mechanically compare and interpret traditional Chinese law, misunderstandings might arise. Actually, li and fa are indispensable components of traditional Chinese law, and the lack of necessary study of the li will prevent us from understanding and explaining the spirit of traditional Chinese law. In traditional Chinese law, “fa” usually refers to an institutional dimension, especially after Qin and Han dynasties, whereas li, especially li yi (moral basis for rites and ceremonies), is where the value and spirit of traditional Chinese law can be found. Roentgen imaging of stab wounds in parenchymatous organs

Stab wounds were made in parenchymatous organs (e.g. liver, spleen, kidneys, lungs) using a variety of instruments. The shape of the resulting canal was investigated by X-ray analysis after introduction of an X-ray contrast medium. The best contrast was obtained using a contrast medium containing barium. The shape of the canal gave a direct representation of the outline of the instrument used. The width of the canal was however, always several millimeters smaller than the corresponding blade of the instrument. The position of the blade back in single-edged blades could be demonstrated with stronger contrast.
