The process of institutional overlapping that developed in Mexico between formal traditional constitutional powers and mass electronic technologies, which gradually attained factual positions in the second half of the 20th century and the beginning of the 21st, changed the nature and basic governing functions of the national State. Thus, mass media power gave rise to a novel mixing phenomenon that generated a new type of “hybrid State”. The corresponding new historical Republic with a highly political and media oriented nature modified the structure and scenario of the conventional contemporary nation state. The evolution of this historical reality has not yet come to an end, but instead continues to develop with an enormous amount of dynamism and force towards new stages of transformation of the State, public space, and society as a whole, without knowing its final outcome due to the strengthening of factual media power while the major branches of government are gradually weakening. Consequently, society needs to critically engage in an objective analysis of this strategic phenomenon, its phases of transformation and the viable alternatives for recovering the national development path.  相似文献

This article shows that ethnic cleavages have contributed to electoral fragmentation in Latin America, but not in the way that the social cleavages literature would expect. It finds that party system fragmentation in the region is not correlated with ethnic diversity, but rather with the proportion of the population that is indigenous. The failure of the main parties to adequately represent indigenous people, it argues, has led indigenous voters to shift their support to a variety of smaller populist and leftist parties, which has produced high levels of party system fragmentation in indigenous areas. Where a significant indigenous party has emerged, however, indigenous voters have flocked to that party, which has reduced party system fragmentation. Analyses of sub-national electoral data from Bolivia, Ecuador, Guatemala, and Peru provide support for these arguments.  相似文献

This article maintains that the recent wave of pension privatization has been spurred largely by rising pension expenditures and chronic capital shortages. Many policymakers in Latin America and around the world believed that privatizing their public pension systems would boost their domestic savings rate and resolve the systems' financial problems, thereby reducing their dependence on unstable foreign capital and freeing resources for other, more productive uses. There is no clear evidence that pension privatization will bring these economic benefits, however. To understand why policymakers held these beliefs, we must examine how ideas about pension privatization have formed. Two particularly important factors are the Chilean model and the World Bank's growing influence on pension policy. A probit analysis of the determinants of pension privatization provides support for these arguments.  相似文献

This article aims to analyse the contribution made by Christian movements towards constructing a democratic citizenship in an authoritarian context in the backward province of Albacete. Our study attempts to analyse the efforts made by grassroots Catholic sectors to foster democratic enclaves free from the interference of the Francoist state in 1960s and 1970s Spain. These alternative social spaces enabled new habits of civil resistance that confronted the socio-cultural hegemony of authoritarian values. As a result, throughout these years, various social groups started to challenge the sense of the regime's impregnable unity. This grassroots experience with the “power of the powerless” laid the foundations for negotiations among the political elites during the transition to democracy in Spain.  相似文献

Over the last several decades, Gallup data shows an increased willingness among members of the public to support presidential candidates from a wide range of religious backgrounds, though a nontrivial proportion of the public is still unwilling to vote for an Atheist, Mormon, or Muslim. What underlies this opposition? We argue that voters evaluate candidates from religious out-groups more negatively on a wide range of dimensions considered desirable for political office, and that this bias should be more pronounced among the highly religious. We show support for these arguments using a survey experiment fielded with YouGov. Atheists and Muslim candidates were perceived more negatively on a large set of traits considered desirable for political office compared to candidates from religious in-groups, and Mormon candidates fall somewhere in between. The Atheist and Muslim candidates were also perceived as less competent on a diverse set of issues.

In recent years, important indigenous parties have emerged for the first time in Latin American history. Although some analysts view this development with trepidation, this essay argues that the indigenous parties in Latin America are unlikely to exacerbate ethnic conflict or create the kinds of problems that have been associated with some ethnic parties in other regions. To the contrary, the emergence of major indigenous parties in Latin America may actually help deepen democracy in the region. These parties will certainly improve the representativeness of the party system in the countries where they arise. They should also increase political participation and reduce party system fragmentation and electoral volatility in indigenous areas. They may even increase the acceptance of democracy and reduce political violence in countries with large indigenous populations.  相似文献
