Using concepts drawn from situational crime prevention theory, this study compares successful and unsuccessful pirate attacks (n = 4,638) against ships worldwide and the situational factors that help prevent such attacks. The results show that when a ship’s crew takes proactive self-protective measures that increase the perceived effort (increasing speed, employing evasive maneuvers) and increase the perceived risk (embarking private security, having watchman present, raising alarm, increasing lighting, anti-piracy) of perpetrating an attack, unsuccessful attacks are significantly more likely after controlling for environmental influences. Despite a few common data limitations, the study contributes to the crime prevention literature by analyzing piracy from a micro level instead of a macro level. Future research should examine how the piracy “ecosystem” contributes to the problem and the costs and benefits counter-piracy activities.  相似文献

Since the early 1990s, the FBI Laboratory has sponsored Scientific Working Groups to improve discipline practices and build consensus among the forensic community. The Scientific Working Group on the Forensic Analysis of Chemical, Biological, Radiological and Nuclear Terrorism developed guidance, contained in this document, on issues forensic laboratories encounter when accepting and analyzing unknown samples associated with chemical terrorism, including laboratory capabilities and analytical testing plans. In the context of forensic analysis of chemical terrorism, this guidance defines an unknown sample and addresses what constitutes definitive and tentative identification. Laboratory safety, reporting issues, and postreporting considerations are also discussed. Utilization of these guidelines, as part of planning for forensic analysis related to a chemical terrorism incident, may help avoid unfortunate consequences not only to the public but also to the laboratory personnel.  相似文献

Editorial     
Most human services are still organized by clock-time and by the expectations created by layers of policy, bureaucracy, and material resources. These expectations often interfere with the ability of professionals to meet the needs of children and families. There are other ways of doing things that have long been known, even tried on a rare occasion. We should continue to promote these ideas, in the hope of better service to families.  相似文献

Fusco and Baizerman (2013) criticized professionalization efforts for assumptions about improved outcomes, “reducing” youth work to skills, “controlling behavior,” bureaucratization, depersonalized services, a neoliberal focus, removing practice wisdom, and a “telos of …scientifically based youth work” (p. 189). They do not provide evidence or arguments for these claims. Academics benefit from professionalization, and it is curious to oppose efforts to provide those benefits to others. We believe that they and their colleagues, in the same issue, have misread other authors on key ideas and present an incomplete and rather one-sided representation. They conflate professionalization and professionalism. They conflate the industrial aspects of professionalization with the ethical aspects. They have overestimated the potential harm of professionalization and underestimated the harm being done by uninformed youth work practices. They misinterpreted social history—and Aristotle. They have incompletely cited other writers about professionalization. Professionalization and professionalism are not guarantees of anything, but our critique of them needs to be coherent, consistent, and based on arguments and evidence.  相似文献
