Citizenship in a time of empire: the World Social Forum as a new public space

Under conditions of neoliberal globalization, structural adjustment and the war on terror, the progressive expansion of modern citizenship, both in its substance and geographic reach, is increasingly in question. Yet, popular demands for democratization, rights and participation are exploding worldwide. This article argues for shifts in focus in the study of citizenship from states, institutions and the national scale to cultural practices in civil society at multiple scales in order to discern and theorize emergent citizenship practices under conditions of ‘empire’. The article examines the World Social Forum as a new kind of public space, ‘placed’ but transnational, and giving rise to a transnational subaltern counterpublic. Through its practices, this counterpublic is forging a new paradigm of citizenship.     

‘In and Against the State’? Venezuela’s Education Missions and the Struggle for a Democratic Alternative

In Latin America, dissatisfaction with neoliberal democracy has led to a search for alternatives based on more participatory forms of citizen engagement that have overtly pedagogical dimensions. This paper focuses on Venezuela’s Adult Education Missions to illustrate the possibility but also the inherent contradictions of education ‘in and against the state’ to enhance grassroots critical consciousness and mobilisation. It argues that while considerable progress has been made at the micro level, structural change from above to redistribute power and transform capitalist relations of production has been insufficient and that this threatens the future of the project for radical social change.     

Professional associations and the free rider problem: The case of optometry

Political influence by a professional association, like the influence of any special interest group, is a collective good for the members of the profession. This paper investigates the variables affecting the ability of state optometric associations to overcome the free rider problem and induce optometrists to join the association. Although the empirical results show little evidence that organization costs are reduced by concentration in urban areas, the results do strongly support the hypothesis that there will be less free riding in smaller groups. The results also support the hypothesis that selective incentives enable latent groups to overcome the free rider problem. By providing continuing education at reduced fees to members of the association, optometric associations have increased the percentage of optometrists who are association members in those states with statutory continuing education requirements.     

Developmental Validation of the Quantifiler® Duo DNA Quantification Kit for Simultaneous Quantification of Total Human and Human Male DNA and Detection of PCR Inhibitors in Biological Samples*

Abstract: The Quantifiler^® Duo DNA Quantification kit enables simultaneous quantification of human DNA and human male DNA as well as detection of inhibitors of PCR in a single real-time PCR well. Pooled human male genomic DNA is used to generate standard curves for both human (ribonuclease P RNA component H1) and human male (sex determining region Y) specific targets. A shift in the cycle threshold (C_T) values for the internal positive control monitors the presence of PCR inhibitors in a sample. The assay is human specific and exhibits a high dynamic range from 0.023 to 50 ng/μL. In addition, the multiplex assay can detect as little as 25 pg/μL of human male DNA in the presence of a 1000-fold excess of human female DNA. The multiplex assay provides assessment of the DNA extract and guidance for the selection of the appropriate AmpFℓSTR^® Amplification Kit to obtain interpretable short tandem repeat profiles.     

Linking marital violence,mother-child/father-child aggression,and child behavior problems

Previous research indicates that observation of marital violence has a deleterious impact on children's adjustment. However, little is known about the mechanisms underlying this relationship. The present study examined the relationships between observation of marital violence, mother-child aggression, father-child aggression, and child behavior problems in a sample of 185 children (ages 7 to 13) and their mothers who were residing at battered women shelters. A significant positive association was found between amount of marital violence witnessed and father-child aggression. However, the correlation between the amount of marital violence witnessed and mother-child aggression was not significant. Hierarchical regression analyses revealed that both the amount of marital violence witnessed as well as mother-child aggression were significantly related to child behavior problems, even when controlling for the effects of child age, race, and father status (i.e., whether the mother's partner was the biological father or stepfather/cohabitee). Family violence variables were better predictors of girls' rather than boys' behavior problems, particularly externalizing behavior problem scores. The lack of significance between father-child aggression and child behavior problems, as well as the implications of the findings, are discussed.     

An evolving technology-transfer system in an R&D consortium: The EPRI approach

The Electric Power Research Institute (EPRI) is a consortium of utility companies whose existence depends on member perceptions that valuable technologies and information have been developed and transferred. This paper outlines eight issues that EPRI, after 17 years of operation had determined to be critical in transferring technology: [1] establishing a perception of value received, [2] creating a sense of full partnership, [3] balancing the R&D portfolio with projects for different members, [4] packaging results for easy understanding and use, [5] reducing information overload by using targeted media, [6] assuring that members have the needed infrastructure to receive and process transfer, [7] integrating EPRI's R&D program with those of the members, and [8] monitoring impact to be sure that value is being received.
