The article presents a framework for better understanding the nature of performance in organisations involved in the provision of overseas development assistance (ODA). It uses a case study to illustrate the three main features of the framework which are: goals, performance assessment and performance management. It is asserted that a vibrant performance culture is one which links these features together to form an organisation capable of continual improvement through producing effective learning. Organisational culture determines the nature of linkages between the three sub‐systems. The article stresses how the notion of performance may extend beyond various forms of evaluation and scrutiny to being part of a sentient learning system rooted in an organisation's culture and structure. The article concludes with consideration of key issues associated with the generation of a reflexive learning organisation operating in the ODA sector. These are concerned with understanding the role and nature of systems, organisational vision, the embracing of diversity, training and accountability. This review of country‐level performance assessment in donor agencies is primarily based upon the experiences documented by bilateral donors to developing countries. The review suggests that four emerging themes can be identified in the literature on country‐level performance review: ownership, decentralisation and leadership, accountability and learning and complexity. The review considers the implementation of ‘results‐based’ approaches used by a number of international agencies and examines their relationship with ‘evidence‐based’ approaches. A key challenge, in the development of performance assessment, is bringing in a stronger evidence‐based approach into the planning and evaluation of donor country‐level programmes. In this paper we outline the new political conjuncture in forest governance emerging in Indonesia and trace how it is influencing the land claim strategies of an Indigenous community in Central Kalimantan. The new political conjuncture is comprised on three inter-related elements: a Constitutional Court decision to recognise Indigenous land claims; the development of the Reducing Emissions from Forest Degradation and Deforestation Plus (REDD+) forest carbon programme; and a national initiative known as One-map. Drawing on concepts of governmentality, assemblage and territoriality we trace how the Indigenous People’s Alliance of the Archipelago (AMAN) are using this moment to assemble a land claim in Bahanei. We find that the conjuncture is providing opportunities for Indigenous communities to engage with a new assemblage of interests normally associated with green grabs to claim land back from state and private interests. However, the romantic green Indigenous subjectivities the new political conjuncture requires to attract carbon investment rarely fit the heterogeneous make up of village life. This is leading to intimate exclusions based on ethnicity and class, raising troubling questions about the extent of overlap between land claims and green grabs.  相似文献

The People the North Committee, founded in Townsville in 1962, was true to its name. It wanted to treble the population of northern Australia in a decade. Putting people before profits, the committee insisted that Australians had a moral obligation to prolifically populate their northern lands. Neither the ambition nor the rationale was new. In fact, the People the North Committee was the last gasp of a grand demographic aspiration that went back more than a hundred years. Thereafter, through to the present day, proposals for northern development have prioritised economic over demographic gains: profits before people. This article examines the ambitions and advocacy of the People the North Committee, setting them in the longer historical trajectory of the aspiration to people the north. In doing so, it offers a window onto a neglected facet of the nation‐building project in Australia.  相似文献

This paper investigates persuasion as a means of influence for the Federal Reserve Chairman in meetings of the Federal Open Market Committee (FOMC). Using textual records of FOMC meetings, federal funds rate targets have been recorded for Committee members who served in the Arthur Burns era (1970–1978). Results show that Burns-member differences in stated funds rate targets were lower when Burns made recommendations early in the meeting, consistent with the hypothesis that the Chairman is persuasive. Additional results show that members’ tendencies to respond to Burns's recommendations were related to their personal and political loyalties.  相似文献

A 1H nuclear magnetic resonance (1H NMR) method for the determination of gamma-hydroxybutyric acid (GHB) and gamma-hydroxybutyrolactone (GBL) in human serum and urine using spiked samples has been developed. The method gives linear responses (correlation coefficients of 0.99 or greater) over the concentration range 0.01 mg/mL to 4.0 mg/mL in urine and 0.3 mg/mL to 2.0 mg/mL in serum. No sample pretreatment is required. Studies of the chemical interconversion of GBL and GHB showed hydrolysis of GBL to be rapid at pH 11.54, slower and less complete (30% hydrolysis) at pH 2.54 and slowest at pH 7.0, reaching 30% hydrolysis in about 40 days. No esterification of GHB was observed at any pH.  相似文献

Successful technology transfer begins with the identification of appropriate candidate technologies for transfer. Technology transfer managers have few reliable tools to guide the process of determining when and which technologies are likely to be successful in the commercialization process. This paper describes a multi-stage process which incorporated ideas from the literature, materials in use, pretesting of a model, and the collective wisdom of practitioners to devise a technology transfer readiness tool, dubbed the Cloverleaf Model Tool for Technology Transfer Assessment, because of its identification of the four requirements for success. The tool has been customized for different environments. It can be used over time to compare technologies and adapted to the unique situation of users.  相似文献
