Although many cases of fatal hydrogen sulfide poisoning have been reported, in most of these cases, it resulted from the accidental inhalation of hydrogen sulfide gas. In recent years, we experienced 17 autopsy cases of fatal hydrogen sulfide poisoning due to the inhalation of intentionally generated hydrogen sulfide gas. In this study, the concentrations of sulfide and thiosulfate in blood, urine, cerebrospinal fluid and pleural effusion were examined using GC/MS. The sulfide concentrations were blood: 0.11-31.84, urine: 0.01-1.28, cerebrospinal fluid: 0.02-1.59 and pleural effusion: 2.00-8.59 (μg/ml), while the thiosulfate concentrations were blood: 0-0.648, urine: 0-2.669, cerebrospinal fluid: 0.004-0.314 and pleural effusion: 0.019-0.140 (μmol/ml). In previous reports, the blood concentration of thiosulfate was said to be higher than that of sulfide in hydrogen sulfide poisoning cases, although the latter was higher than the former in 8 of the 14 cases examined in this study. These results are believed to be strongly influenced by the atmospheric concentration of hydrogen sulfide the victims were exposed to and the time interval between exposure and death.  相似文献

The hybridization of regulatory modes and instruments is currently a popular way to improve public regulation. However, it is still unclear whether combinations of hard law and soft law, co-regulation, and legally enforced self-regulation really make regulation more effective. Using the analytical framework of the “really responsive regulation” approach, in this article we explore effectiveness problems in a hybrid regulatory system that tries to protect minors from harmful media. In our analysis of low compliance rates in the context of system failures, we argue that effectiveness problems seem to arise from poorly informed staff members, lack of internal and external controls, low rule enforcement, insufficient overlap between public and private interests, poor social responsibility in the Dutch media sector, deficiencies in the institutional framework, an inconsistent regulatory strategy, and inadequate responses from responsible regulators. Furthermore, based on our case study we argue that institutional dynamics of standard-setting activities can be detrimental to regulatory goal achievement if there is no compensation at the systemic level. Ongoing “regulatory care” through control, corrective responses, and rule enforcement seems to be crucial for a hybrid regulatory system to perform well.  相似文献

On Friday 6 March, 1987, at approximately 19:30 the Herald of Free Enterprise ferry boat capsized just outside the Belgian harbour of Zeebrugge. Almost 200 people died as the ship sank very quickly. This article examines the emergency operations that followed the disaster from the perspective of information and communication dynamics. Five specific aspects are thus analyzed in greater detail and elements of an alternative scenario are suggested for each of them: the initial alert and the subsequent mobilization of the emergency services; the informationhandling performance of the crisis center; interorganizational communication between disasterrelief agencies; external communication to survivors, families and next of kin; the management of the mass media. It is concluded that, when examining the crisis management operations more closely, the alleged success of Belgian disaster relief operations at Zeebrugge appears in many respects something of a myth.The paper is commented on by John P. Despite the continued efforts of policy makers, Western European start-ups are still struggling. Further, as questions are being raised about the effectiveness of incubators, there is a growing call for incubators around the world to learn from each other and improve themselves. Our paper enables Western European incubators to learn from their foreign peers by qualitatively exploring the challenges faced by Western European start-ups and the practices that incubators around the world use to address these challenges. Our study thereby takes a two-step approach. First, using the components of the entrepreneurial ecosystem to structure data coming from 90 qualitative interviews with Western European entrepreneurs and incubator managers, we explore five interrelated challenges that constrain the ability of Western European start-ups to grow into high-impact businesses. In the second part of our study, we conduct a total of 191 interviews in Silicon Valley, the greater Boston area, Israel and Australia to identify practices that incubators in these regions use to address the five challenges identified in the first study. Our findings suggest that, rather than addressing the underlying institutions that cause challenges in the entrepreneurial ecosystem, incubators provide symptomatic solutions by creating an environment that protects start-ups from unfavorable institutions. Accordingly, we conclude that existing incubators have only limited potential to strengthen entrepreneurial ecosystems, and we end our paper with a call for a new generation of ‘systemic incubators’ that aim to transform or create institutions to address the institutional challenges that constrain start-up activity.  相似文献

This study explored determinants of perceived need for care among male inmates of general prison wards in Amsterdam (N = 208) with a normative need for care. Also, it assessed the relation between perceived need for care and criminal recidivism. Normative need for care was defined as having a mental health problem, assessed with the Brief Jail Mental Health Screen, or being substance dependent. Perceived need for care was defined as a subjective problem experience and a wish to receive care. Mental health and/or addiction problems were highly prevalent (68%). Of those inmates, only 29% had a perceived need for care. Age and borderline personality disorder were associated with perceived need for care, prior care utilization intermediated these associations. No direct relation between perceived need for care and criminal recidivism was observed. All inmates should be well screened and the benefits of mental health care should be promoted.  相似文献

The Advocacy Coalition Framework (ACF), developed by Paul Sabatier, is generally considered one of the most promising theories of the policy process (see, for instance, Parsons, 1995; Eberg, 1997; Schlager and Blomquist, 1996; Grin and Hoppe, 1997). The framework considers policy change as the result of learning processes within and between advocacy coalitions. However, in explaining policy change, the ACF focuses almost exclusively on the structure, content, stability, and evolution of the policy belief systems of advocacy coalitions. There is no attempt to account for how actors with certain policy belief systems develop and maintain these advocacy coalitions.From the literature on interorganizational relations and policy networks, we know that the extent and structure of interdependencies between actors are important determinants of the behavior of the actors in interorganizational relations. Differences in interdependencies are supposed to lead to different types of interorganizational arrangements.In this article, a hypothesis is developed that explains the development and maintenance of advocacy coalitions by looking at both the interdependencies and the policy belief systems of the actors. The importance of this approach is demonstrated by applying it to the debate on oil and gas leasing in the outer continental shelf of the United States. It turns out that the attention for interdependency contributes significantly to the possibilities of explaining the behavior of single actors and advocacy coalitions.  相似文献

Sex estimation is an important part of creating a biological profile for skeletal remains in forensics. The commonly used methods for developing sex estimation equations are discriminant function analysis (DFA) and logistic regression (LogR). LogR equations provide a probability of the predicted sex, while DFA relies on cutoff points to segregate males and females, resulting in a rigid dichotomization of the sexes. This is problematic because sexual dimorphism exists along a continuum and there can be considerable overlap in trait expression between the sexes. In this study, we used humeral measurements to compare the performance of DFA and LogR and found them to be very similar under multiple conditions. The overall cross-validated (leave-one-out) accuracy of DFA (75.76–95.14%) was slightly higher than LogR (75.76–93.82%) for simple and multiple variable equations, and also performed better under varying sample sizes (94.03% vs. 93.78%). Three of five DFA equations outperformed LogR under the B index, while all five LogR equations outperformed the DFA equations under the Q index. Both methods saw an improvement in overall accuracy (DFA: 86.74–95.79%; LogR: 86.74–95.76%) when individuals with a classification probability lower than 0.80 were excluded. Additionally, we propose a method for calculating additional cutoff points (PMarks) based on posterior probability values. In conclusion, we recommend using LogR over DFA due to the increased flexibility, robusticity, and benefits for future users of the statistical models; however, if DFA is preferred, use of the proposed PMarks facilitates future analysis while avoiding unnecessary dichotomization.  相似文献

Dutch subnational governments such as municipalities and provinces are increasingly compelled to express their interests in the national and European political arenas. Effectiveness in these arenas requires an optimal arrangement of Public Affairs (PA) activities in the subnational organization. Based on 41 in‐depth interviews with prolific PA professionals and practitioners in the Netherlands, this article provides an overview of initiatives that subnational government organizations have to develop in their own organization after their “discovery” of how useful PA may be, but before the moment they enter the arenas. According to the participants, the creation of individual, collective, and regional commitment regarding PA is the first initiative. Subsequently, conditional and instrumental terms should be fulfilled, so that PA will be used as a tool to model PA messages. Concluding from the interviews, human aspects and internal cooperation determine the sensemaking of PA in a subnational organization, but a lack of arena knowledge frustrates this process.  相似文献

The Netherlands is often considered an extreme example of individualism and multiculturalism, two factors that many politicians and social scientists consider to be the main causes for the alleged decline in citizenship. In this paper, we examine Dutch citizens' conceptions of citizenship to test these negative expectations. We found the fear that a modern, individualistic, and diverse citizenry only care for their own rights to be misplaced; citizens were willing to exert effort to uphold the society they live in. Their efforts, however, were conditional upon returns in terms of a responsive government and in improvements to their individual lives. Communitarian, local, and rather submissive notions of citizenship were deeply shared – with a liberal twist among many migrants. We also found that ‘nationalist’ republican notions of citizenship awaken latent uncertainties and divisions among citizens rather than creating ‘new’ unity. This imagination of citizenship leaves Dutch society wanting for the deliberative, political elements of citizenship.  相似文献
