The Carbondale Caper: A Sequel

Abstract

What began as a caper has grown into a deadly serious affair — if numbers of bloodied heads, broken windows, and tear gas bombings are any indication. By all accounts, last spring Southern Illinois University barely missed becoming another Kent or Jackson State. In a week of protests there occurred dozens of injuries and hundreds of arrests. And the chief campus issue precipitating all the violence was the much criticized Center for Vietnamese Studies and Programs.     

Parentification of Adult Children of Divorce: A Multidimensional Analysis

The goal of this study was to compare the responses of late adolescent and young adult children of divorce and nondivorce on a new multidimensional measure of parentification assessing the extent and fairness of past and present caregiving in one's family of origin. Three-hundred-and-eighty-two individuals participated. Item analyses and internal consistencies of the different parentification scales were initially conducted on one-half of the sample and cross-validated on the other half. The scores of European and African American participants from the validation sample whose parents either divorced before middle adolescence (N = 35) or never divorced (N = 68) were then compared. The divorced group reported providing more emotional and instrumental caregiving and experiencing more unfairness in their families of origin than did the nondivorced group, although the effect for emotional caregiving was moderated by temporal perspective. Evidence that problematic forms of parentification in children of divorce continue into late adolescence and young adulthood has implications for models of understanding and helping these children and their families.     

Impossible Jobs or Impossible Tasks? Client Volatility and Frontline Policing Practice in Urban Riots

Various public administration jobs are described as “impossible,” meaning that they have an unpopular or illegitimate client base, stakeholders have conflicting values, and leaders and their agency's mission are continually questioned. Although this framework is widely used, it has also become overgeneralized. The authors propose three theoretical extensions to understanding impossible jobs based on findings from a three‐year multimethod study of riot policing. First, a distinction can be drawn between impossible jobs and impossible tasks. Second, the relationship between impossible jobs and street‐level bureaucracy is clarified; the case of riot police shows that some street‐level bureaucrats face impossible tasks. Third, the authors show that the conceptualization of the client base has been overly static—in some situations, the client base fractures, or grows rapidly, and legitimacy can change in real time.     

Enduring Love? Attitudes to Family and Inheritance Law in England and Wales

This paper reports on the findings from a large-scale study of public attitudes to inheritance law, particularly the rules on intestacy. It argues that far from the assumption that the family' is in terminal decline, people in England and Wales still view their most important relationships, at least for the purposes of inheritance law, as centred on a narrow, nuclear family model. However, there is also widespread acceptance of re-partnering and cohabitation, producing generally high levels of support for including cohabitants in the intestacy rules and for ensuring that children from former relationships are protected. We argue that these views are underpinned by a continuing sense of responsibility to the members of one's nuclear family, arising from notions of sharing and commitment, dependency and support, and a sense of lineage.     

Ethics in leadership: The case of local politicians

The mainstream literature on leadership has little to say about the role of ethics. Equally, much of this literature is concerned with the private sector and with managerial leadership. This paper addresses both these gaps, by reporting on the development of a scale for measuring ethical values in local political leadership, the public service values scale. This is one section of a larger instrument for assessing the skills of local political leaders: the Warwick Political Leadership Questionnaire. The paper reports on the use of this instrument in a 360 degree format, following piloting of a self assessment version. The responses of 19 elected members and 241 feedback givers are analysed. These data offer support for the validity and reliability of the public service values scale. The paper concludes with a research agenda, offering suggestions for how this scale can be applied to researching ethics in leadership.

The property-contract boundary: an economic analysis of leases

This paper examines how the legal design of a leasing arrangementaffects the value of the leased asset. The model focuses onthe incentive problems that arise when the ownership and useof an asset are separated. The results suggest that an efficientlydesigned lease may involve elements of property law, contractlaw, or both. This conclusion helps explain why the law of leaseshas historically occupied the nexus between these two areasof the common law.
