Why are the ASEAN economies increasingly becoming anxious about regional integration? To stay competitive is an obvious answer. Greater cohesion is also imperative for ASEAN to sustain its credibility of being able to provide the platform for interactions in East Asia and the rest of the world. Yet what is offered by the ASEAN Free Trade Area, the ASEAN Framework Agreement on Services, and the ASEAN Investment Area may not be adequate or comprehensive enough for the Association to amass the economic clout commensurate with its position as a pivotal player in East Asia. The ASEAN Economic Community is thus the logical, but not automatic, extension of these regional efforts. Can it come to fruition? This paper discusses how the ASEAN economies may address key issues that have hampered deeper economic integration in the region.  相似文献

I investigate whether the degree of intimacy between victims and defendants affects legal responses to violence and how this association has changed over time. Using data on homicides between 1974 and 1996, I examine court outcomes in more than 1,000 cases. I demonstrate that intimacy matters at three criminal justice stages: charging, mode of conviction, and sentencing. However, moving beyond the traditional conceptualization of intimacy, I show that defendants who kill intimates do not always receive the same treatment, nor are all defendants who kill nonintimates treated similarly. Finally, I show that criminal justice leniency toward intimate violence is less evident in recent years.  相似文献

Integration has emerged as having an increasingly significant role in public policy discourse and practice in many jurisdictions across the globe. In providing a different framework for establishing relationships between service providers and citizens and government, horizontal integration arrangements offer the prospect of delivering new ways of working and providing solutions to seemingly insolvable social problems. Ways of achieving horizontal integration have been variously described by linkage terms such as cooperation, coordination, and collaboration. These terms have been typically used interchangeably to describe the coming together of individuals to work in concerted effort to achieve common goals.We argue that each of these terms, expressed as the “3Cs,” are different and consequently achieve different objectives. This paper explores the use of the “3Cs” and examines the differences highlighted by practitioners in the human services arena to extend the understanding of constructs relating to integration mechanisms. It is contended that in focusing on the experiences of integration and unpacking the use and expectations of the related “3Cs,” public administrators and practitioners will gain an enhanced understanding of each of the processes of integration as a coherent framework. As a consequence, there will be improved ability to match appropriate integration mechanisms with contexts and strategies.  相似文献

The punitive sentencing regime that has branded the United States as the Country incarcerating the largest number of its inhabitants has also imposed a terrible punishment on the children of incarcerated parents. These youth are at risk, not only for continuing an intergenerational cycle of crime, but also for entering the pipeline that extends from foster care, to school failure, homelessness, unemployability, poverty, and institutionalization. Even those who escape the more draconian collateral consequences of their parents' incarceration face stigma and shame that may affect their development. This special issue of the Family Court Review explores a myriad of issues that impact Children of Incarcerated Parents, and suggests a variety of approaches, practices and policies that will better the lives of children who should not suffer for the “sins” of their fathers and mothers. This Introduction highlights many issues that affect the children of incarcerated parents, summarizes the valuable contributions of the authors, and also identifies publications and research sources that delve more deeply into these topics.  相似文献
