Investigative bodies and other observers have attributed much of the blame for the 1985 MOVE catastrophe in Philadelphia to ineffective management by the city's previously successful mayor, W. Wilson Goode. Goode's behavior toward the disruptive extremist group followed two patterns, both paradoxical: protracted delay followed by excessive haste, and arms-length action that contrasted sharply with his usual hands-on management style. Drawing on the theory of decisionmaking developed by Irving Janis and Leon Mann, this paper suggests that both paradoxes resulted from unresolved decisional conflicts that impeded responsible and rational handling of the problem. The case points to the value of devoting more attention to the psychology of decision-making in educating present and future public managers. 相似文献

Super-optimum solutions to public policy problems are ones that enable conservatives, liberals, and other major viewpoints all to come out ahead of their best initial expectations simultaneously. Thinking in terms of multiple goals and alternatives facilitates the development of mutually beneficial packages, possibly with the aid of spreadsheet-based software that enables one to better deal with the multiplicity of goals and alternatives. This article describes how super-optimum solutions might be applied to abortion policy and deals with auxiliary policies concerning birth control and adoptions. It also addresses related policies that focus on the Chinese population problem. Chinese abortion policy involves a battle between women who do want to stay pregnant and a society that would like to facilitate pregnancy termination. The purpose of this article is to discuss some basic methods for optimally allocating federal money to cities. Optimally allocating in this context means using the quantitative methods of operations research, management science, and related fields in order to allocate federal money to cities in such a way as to (1) maximize benefits subject to a given budget, (2) minimize costs subject to a minimum satisfaction level, or (3) maximize benefits minus costs. The basic methods include (1) allocating by marginal rates of return, which partly relies or statistical regression analysis; and (2) allocating by part/whole percentages, which partly relies on ideas associated with multiattribute utility theory. The basic methods will be illustrated with the example of allocating anticrime dollars to cities, although one could easily reason by analogy to allocation in any subject matter area. 相似文献

Data from the 50 states for 1975 are analyzed to try to separate the presumed reciprocal effects on each other of crime rates and incarceration rates. Two-stage least-squares regression shows no significant effect of crime on incarceration nor of incarceration on crime. Incarceration rates are affected mainly by the percentage of blacks in the state population. Crime rates are significantly influenced by urbanization, region, mean income, and unemployment. 相似文献
