Pathologies of Accountability: ICANN and the Challenge of "Multiple Accountabilities Disorder" 总被引:5,自引:0,他引:5

Accountability is a core concept of public administration, yet disagreement about its meaning is masked by consensus on its importance and desirability. This article proposes a five-part typology of accountability conceptions. Transparency, liability, controllability, responsibility, and responsiveness are defined as distinct dimensions of accountability, providing an improvement on the current state of conceptual fuzziness. The typology provides a vocabulary for the core argument: that conflicting expectations borne of disparate conceptions of accountability undermine organizational effectiveness. This phenomenon—labeled multiple accountabilities disorder—is illustrated with a case study. ICANN, the Internet Corporation for Assigned Names and Numbers, is a nascent organization charged with administering the Domain Name System, the Internet's address directory. In its four-year history, ICANN has been the object of much criticism. Conflicting accountability expectations have been a source of difficulty for ICANN's leaders as they have steered the organization through its early years. 相似文献

Expanding the number of U.S. district judgeships is often justifiedas a response to expanding caseloads. Increasing judgeshipsduring unified government, however, allows Congress and thePresident to engage in political (patronage and ideological)control of the federal district courts. This paper examinesempirically the relative importance of caseload pressure andpolitical motives for Congress to expand the number of federaldistrict judgeships. We demonstrate that politics dominatesthe timing of judgeship expansion in the U.S. District Courts.We also show that both politics and caseload affect the actualsize of those timed expansions. In particular, we find thatbefore 1970, Congress seemed to have strong political motivationsfor the size of an expansion. This study evaluates the effectiveness of state child safety seat laws in the United States. Data for all fifty states for the period 1975 to 1994 are used. Pooled time series analysis is employed to estimate a model of the rate of fatalities suffered by children ages 0–5 years as occupants in automobile crashes. The occupant fatality rate for children 6–11 years of age is used as a comparison group to control for other trends not introduced in the estimated models. The results show that child safety seat policies have significantly reduced fatality rates among children 0–5 years of age. For each additional year of age covered by a state statute, this fatality rate drops 4.8%. A similar reduction in the fatality rate of the older age cohort (6–11 years old) was not observed. 相似文献
