A comprehensive population survey on the distribution of STR frequencies in Belarus

This work develops a detailed STR database from 11 population samples and samples from paternity analyses from different districts of Belarus. The combined data on 2020 individuals form a total database for the country, with the exclusion power of 99.987% based on 11 STR loci. Possible differentiation in allele frequencies between population samples, small in terms of F-statistics and undetectable by standard statistical tests, is discussed.

Russia,the death penalty,and Europe: the ambiguities of influence

Studies of capital punishment worldwide investigate how international influence affects the death penalty. We analyze European influence on the death penalty in Russia over the imperial, Soviet, and post-Soviet periods, using two parameters: the changing mechanisms of influence in each period and the death penalty's significance in the broader spectrum of punitive violence. On the first parameter, in the tsarist period, European influence on Russian policy was “productive” – exercised through prestige, moral suasion, and “diffusion.” In the Soviet period, European influence was blocked. In the post-Soviet period, European influence is coercive, as the Council of Europe has unsuccessfully sought to compel Russia to abolish its death penalty. On the second parameter, the death penalty in Russia has always been only one of many forms of state-sanctioned punitive killing. In consequence, the Council's involvement in Russia's death penalty has produced an incoherent policy outcome and has entangled the Council in Russia's authoritarian politics. Russia thus exemplifies the hazards of external involvement in death penalty abolition.     

Self-inflicted penetrating head injury in a patient with manic-depressive disorder

A 32-year-old Caucasian male with a history of repeated self-injury drilled a hole in his skull using a power tool and subsequently introduced intracerebrally a binding wire from a sketch pad. An emergency craniotomy was performed around the site of cranial injury, and the foreign body was carefully extracted. The wire was located partially in the subdural space and partially in the right hemisphere of the brain. The patient made an excellent recovery and was referred to a psychiatrist for further treatment. This is a rare case of unusual and complex repetitive self-destructive behavior without apparent suicidal intent. The pertinent literature is reviewed and the surgical and psychiatric implications of such injuries are discussed.
