Plato and Castoriadis: The Concealment and the Unveiling of Democracy1

ABSTRACT In the first part of the paper Castoriadis' critical analysis of Plato's Statesman2 is discussed and the main points of this critique, chiefly the concealment of politics and democracy are presented. The second part (which is followed by a short comparison of the projects of autonomy and Inclusive Democracy) briefly deals with Castoriadis' critique of contemporary political practice and theory, and depicts the unveiling of politics and of democracy--views which are particularly significant for us today.     

Bypassing a Centralized State: The Case of the Greek Subnational Mobilization in the European Union

For over 25 years successive administrative reforms have taken place in Greece, with a view to modernizing the subnational institutions. The European pressures come across as an influential factor inducing the process of change. But what has been the subnational responsiveness related to the rationalization initiatives? The aim of this paper is to investigate the Greek subnational authorities’ mobilization in the European arena, providing evidence of their bypassing the central state from a multi-level governance perspective. Building on the division between ‘financial' and ‘regulatory' mobilization, empirical data are drawn from the EU's environmental policy financial mechanism and the subnational representation and networking in Brussels. The figures show that only a few Greek subnational authorities financially mobilize; the vast majority show inertia. Moreover, their regulatory mobilization is hardly evident. It is argued that although the EU offers substantial incentives for mobilizing, domestic institutional capacity also accounts for much variation.     

JPEG steganography detection with Benford's Law

In this paper we present a novel approach to the problem of steganography detection in JPEG images by applying a statistical attack. The method is based on the empirical Benford's Law and, more specifically, on its generalized form. We prove and extend the validity of the logarithmic rule in colour images and introduce a blind steganographic method which can flag a file as a suspicious stego-carrier. The proposed method achieves very high accuracy and speed and is based on the distributions of the first digits of the quantized Discrete Cosine Transform coefficients present in JPEGs. In order to validate and evaluate our algorithm, we developed steganographic tools which are able to analyse image files and we subsequently applied them on the popular Uncompressed Colour Image Database. Furthermore, we demonstrate that not only can our method detect steganography but, if certain criteria are met, it can also reveal which steganographic algorithm was used to embed data in a JPEG file.     

Decentralizing Governance within the European Union’s Framework: Evidence from Greece

ABSTRACT

The administrative reform launched in 2010 (“Kallikratis” programme) in Greece stands out as a major decentralization initiative. Notably, amalgamations at the local level were set at the forefront of the reform. This paper aims at shedding light on the issue of decentralizing governance by examining the implications of the “Kallikratis” reform programme on local authorities in terms of their domestic financial mobilization. Drawing empirical evidence from their implementation in European structural programmes, it is argued that the decentralization effort had an asymmetrical impact on local institutions, favouring principally the small-sized local authorities vis-à-vis the bigger in population local bodies.
