This article analyzes the effects of nationalizing policies of the state, processes of democratization, and uneven socio-economic development on the rise of Kurdish ethno-mobilization led by the PKK terrorist organization since the 1980s in Turkey. Three features of the Turkish modernization context are identified as conducive for the rise and continuation of Kurdish ethno-mobilization: a) a nation-building autocratic state that resisted granting cultural rights and recognition for the Kurds; b) democratization with the exclusion of ethnic politics and rights; c) economic regional inequality that coincided with the regional distribution of the Kurdish population. It is argued that autocratic policies of the state during nation-building accompanied the development of an illiberal democracy and intolerance for cultural pluralism. These aspects of Turkish democracy seem to be incompatible with both the liberal and consociational models of democracy that accommodate ethnicity within multiculturalism. 相似文献

Earth scientists are often asked to establish or constrain the likely provenance of very small quantities of earth-related material as part of a forensic investigation. We tested the independent and collective interpretations of four experts with differing analytical skills in the prediction of sample provenance for three samples from different environmental settings. The methods used were X-ray diffraction, scanning electron microscopy, the assessment of pollen assemblages, and structural characterization of organic matter at the molecular level. Independent interpretations were less accurate than those where multiple techniques were combined. Collective interpretation was very effective in the assessment of provenance for two of the three sites where the mineralogy and plant communities were distinctive. At the other site, although the mineralogical analysis correctly identified the Triassic mudstone soil parent material, Carboniferous spores from domestic coal were initially interpreted as deriving directly from bedrock. Such an interpretation could be a common pitfall owing to anthropogenic redistribution of material such as coal. 相似文献

This paper addresses issues relevant to a critical problem in economic development: how to get rapid pro-poor economic growth in poor rural areas in Africa and South Asia where most of the world's dollar a day poor live. It examines constraints to the development of coordinated exchange systems in poor rural areas, focusing on the core problem of thin markets and low density of economic activity in these areas. Transaction cost and risk analysis is integrated into a conventional neoclassical production economics framework to describe the existence of low level equilibrium traps in transactions and supply chains and to generate important insights for development policy. 相似文献
