The Enforcement of the Treaty of Versailles, 1919-1923

This paper uses the episode of the Kapp putsch in March 1920 to isolate and analyze a number of high policy themes that dominated the period from the signature of the Treaty of Versailles through to the Franco-Belgian invasion of the Ruhr. These included: the questions of what mechanisms existed to enforce the treaty; the sanctions available to the victorious governments to enforce their will; the position and problems of the German government; the relationship and suspicions existing between Britain and France and the differing aims, ambitions, and approaches of the major participants.     

What difference does difference make? Reflections on neo- conservatism as a liberal cosmopolitan project

This article examines cosmopolitanism with specific reference to the 'realist turn' in United States foreign policy since 2001. In examining the evasions of cosmopolitanism, the article suggests that neo-conservatism in the US is not necessarily completely incompatible with some interpretations of liberal internationalism and cosmopolitanism, which in turn are linked to the idea of a benevolent US hegemony. Indeed, the Bush-Blair alliance should be seen in this light. Even on its own terms however, this is a project that is bound to fail, as it ignores the inequalities and hierarchies of the international order, which have intensified in the neo-liberal era, and the historical and sociological reasons for 'state failure'. If cosmopolitanism is to have a future, then it must evade the quick fix solutions proposed by advocates of 'liberal military intervention'. If it fails to do so, then it will remain complicit with an 'imperialist', US-led neo-liberal international order.     

Fresh Thinking on U.S. Engagement with Africa: Probing the Limits of Engagement

The Biden administration faces the opportunity to reset U.S. policy towards Africa and possesses a variety of tools to use in doing so, including traditional diplomacy, economic statecraft, development assistance, and military engagement. With the increased militarization of U.S. foreign policy over the past few decades, there is an unfortunate tendency to default to military engagement when confronted with even remote threats to U.S. national security interests, and Africa is no exception. With vital security interests in Africa, it can be argued that military engagement should be limited in its application and targeted to those situations that do not lend themselves to solution through traditional diplomacy or development assistance.

Taking the Keys from Grandpa

Recent highly publicized traffic accidents involving older drivers have led to renewed interest in state policies and administrative practices that award and renew drivers’ licenses in the American states. Because the probability of traffic accidents is linked to the medical conditions that are more prevalent among the elderly, and because the number of older drivers is expected to rise over the next several decades, one might expect that this will be an increasingly important policy issue. This article discusses variations that are observed across states in law and administrative practice. A longitudinal analysis of data on crashes involving elderly drivers in fifteen states indicates that crash rates are directly related to the length of the renewal cycle for older drivers and inversely related to the stringency of testing at renewal. It is also likely that states requiring physicians to report conditions that would impair driving will experience lower crash rates. A secondary analysis of policy impacts on the licensing rates is not conclusive, a finding that is attributable to inaccuracies in the reported numbers of licensed drivers.     

Political Process and Widespread Protests in China: the 2010 labor protest

Existing studies of collective actions in China pay most attention to frequent but localized protests, but such protests are less likely to deeply drive China's political and social prospect. By contrast, widespread protests are more likely to affect the Chinese Communist Party's authority and policies once they emerge. The goal of this article is thus to probe the conditions under which a widespread protest can happen in China today. This article proposes four necessary conditions grounded in the political process model and tests them by explaining the successful outbreak of the 2010 labor protest. Identifying these conditions helps us understand and predict the political and social development of China.     

Neighborhood challenges to economic development

This article analyzes neighborhood-based development challenges. The article examines six explanations for such challenges: use value, social status, growth, economic and fiscal, governmental structure, and suburban. Using data derived from several sources (survey, Census, I. C.M.A.), the results indicate that cities with higher housing values and reform government structures are more likely to have neighborhood-based development challenges. The analysis is extended to investigate successful neighborhood-based development challenges. These results indicate that a city's poverty rate depresses the potential for successful challenges and that challenges are more likely to be successful in central cities. Finally, the analysis indicates that those cities in which neighborhood groups are motivated by the desire to protect housing values are more likely have successful development challenges.
