Rapid urbanisation has been an emerging issue in recent decades, particularly for developing countries such as Bangladesh. As one of world’s largest international NGOs, BRAC, based in Bangladesh, is transiting towards a more integrated approach for alleviating urban poverty. This article presents BRAC’s current journey for eradicating urban poverty and outlines the characteristics of urban poverty, key issues faced by the urban poor, and learning that BRAC has accumulated through its urban interventions. Introducing the concept of “coproduction”, the article identifies BRAC’s priorities to eradicate urban poverty within the context of an overall urban strategy.  相似文献

This paper explains the negative impacts of bureau-bashing on the Public Service Motivation (PSM) of civil servants. It differentiates between policy bashing and rhetoric bashing and argues that while policy bashing may be constructive in nature, rhetoric bashing often de‐motivates bureaucrats in terms of their rational, normative and affective motives (Perry and Wise, 1990 Perry, J.L. and Wise, L.R. 1990. [Crossref] [Google Scholar]) In Bangladesh context, in critiquing public service, the previous attempts aimed to analyze the structural problems and recent attacks are directed towards the bureaucrats themselves. However, there are few empirical studies to measure the performance of bureaucrats by analyzing the initiatives they take and the problems they face in carrying out their responsibilities. This article is inspired by a recent debate in Bangladesh about the representative credentials of members of parliament (MPs) who have started to assert a pre-eminent and exclusive role for themselves as people's elected representatives. It investigates three dimensions of their representative role. Political representation is analysed by fairness of the electoral process and the space for opposition. Representation of social diversity is evaluated by gender, religion, ethnicity and socio-economic background of MPs. Constituency representation is explored with a particular focus on parliamentarians' involvement in local development work. Provision of constituency services by the MPs, through control and partisan distribution of public resources, has led to allegations of corruption and conflict of interest. Adoption of a code of parliamentary conduct is essential to establish a formal mechanism to hold MPs accountable to citizens.  相似文献

Both national and international policy-making institutions have acknowledged the contribution of NGOs in alleviating poverty, through empowering the poor and continuing to support their endeavours. In Bangladesh NGOs are working at national and local levels, but very few are working with the poorest and most vulnerable groups who live in the riverine and coastal areas, known as the char lands. These areas are unlike other parts of the country in terms of their physical, economic, and social structures, and they require a different approach in order to address the unique set of problems facing those who live there. Using experimental and innovative programmes, a small number of local NGOs have begun to make an impact in an area where government interventions and success are rare.  相似文献
