Why do “tainted” politicians in high‐corruption countries adopt transparency and anti‐corruption policies that risk exposing their wrongdoing? Using the cases of freedom of information and public asset disclosure in Romania, we assess three explanations: that these policies are meant to be mere window dressing, facilitate bottom‐up monitoring, or ensure access to information for the ruling party if it loses power. We find that decision makers adopt transparency and anti‐corruption policies because they want to signal their integrity and because they underestimate their consequences. Because they assume they will be able to control implementation, decision makers discount the potential costs of damaging information being released. Sustained political competition can keep corruption and lack of transparency on the public and political agenda, shifting attention from policy adoption to implementation and leading to increased compliance. Since politicians miscalculate the consequences of their actions, signals that are intended to be cheap can end up being quite costly.  相似文献

Abstract

Sexual harassment at institutions of higher learning is not a new phenomenon but discussions of this problem in the sporting arena are still scarce. Many studies have focused on student-teacher relationships, few investigations have researched athlete-coach relationships, and hardly any have conducted comparative analyses. This study compares the perceptions and the experiences of sexual harassment of athletes and students. It is not a surprise that most harassing behaviors are extended from men towards women. Thus, this investigation analyses and compares female student/male teacher interactions with female athlete/male coach relations. The findings indicate that sexual harassment is slightly more prevalent in academia than in athletics. However, in order to guarantee a safe learning environment for all participants in both domains, it is necessary to formulate clear guidelines, to set up educational workshops and to implement intervention programs.  相似文献

Objectives

The influence of three hierarchical units of analysis on the total spatial variability of violent crime incidents in Chicago is assessed. This analysis seeks to replicate a recent study that found street segments, rather than neighborhood units of analysis, accounted for the largest share of the total spatial variability of crime in The Hague, Netherlands (see Steenbeek and Weisburd J Quant Criminol. doi: 10.1007/s10940-015-9276-3, 2015).

Methods

We analyze violent crime incidents reported to the police between 2001 and 2014. 359,786 incidents were geocoded to 41,926 street segments nested within 342 neighborhood clusters, in turn nested within 76 community areas in Chicago. Linear mixed models with random slopes of time were estimated to observe the variance uniquely attributed to each unit of analysis.

Results

Similar to Steenbeek and Weisburd, we find 56–65 % of the total variability in violent crime incidents can be attributed to street segments in Chicago. City-wide reductions in violence over the observation period coincide with increases in the spatial variability attributed to street segments and decreases in the variability attributed to both neighborhood units.

Conclusions

Our results suggest that scholars interested in understanding the spatial variation of crime across urban landscapes should be focused on the small places that comprise larger geographic areas. The next wave of “neighborhood-effects” research should explore the role of hierarchical processes in understanding crime variation within larger areas.

This article examines the way in which the news media frame public policy issues and the extent to which other political players (e.g., interest groups, politicians) influence this issue framing process. Our analysis focuses on the issue of gun control, comparing the rhetoric generated by interest groups and public officials on the Brady Bill and Assault Weapons Ban with actual network news coverage of this legislation from 1988 to 1996. Results indicate that both sets of political players employed several interpretative issue frames and worked hard to put their preferred themes on the agenda. However, at times, the media intervened in the framing process, especially as the debate matured. Specifically, the news media (a) structured the overall tone of the gun control debate, (b) adopted a distribution of framing perspectives different from that of politicians and interest groups, and (c) packaged policy discourse more often than not in terms of the "culture of violence" theme. These findings point toward previously ignored media effects and attest to the potential role the media play in shaping public policy debates.  相似文献
