Do Project Pedagogies Make a Difference?

Community-based action research (CBAR) encourages students to view internships and other civic-engagement opportunities as the first steps in collaborative projects that build long-term relationships with community partners and model how democracy works. We marshal longitudinal data, qualitative and quantitative, on both attitudes and behaviors to demonstrate meaningful impacts of community-based work by university students. Our approach to this difficult question involves the use of a treatment group contrasted with two distinct control groups: one situated somewhat closely to the experiences of the treatment group and one more distantly. Despite the difficulty of developing metrics of attitude and behavior change over relatively short periods of time, we achieve leverage on the question of how project pedagogies and experiential learning shape civic attitude formation and associated changed behaviors.     

Pain and disability under Social Security: time for a new standard

Some degree of pain is a part of every individual's life. Many people, however, live in chronic debilitating pain. This Article examines concepts of pain and its treatment and implications for victims of pain under the Social Security system. The Article discusses inconsistencies within the Social Security Administration and in the courts when attempting to set standards for evaluating pain and determining disability.     

A Systems Approach to Performance-Based Management: The National Drug Control Strategy

Government agencies are encouraged to adopt business practices to improve program performance. But there are significant differences between the private and public sectors, both in the nature of the commodities offered and the way people in decision-making roles maximize utility. These differences are likely to affect the success of such endeavors. We examine efforts by the Office of National Drug Control Policy to develop a National Drug Control Strategy. A theoretical model of performance-based management is developed within this context that allows us to identify tensions that are inherent in any system of this kind. Some basic methods for reducing tension are then discussed. Given the generality of the model, it is possible the observations offered here are relevant to other policy problems requiring multi-agency coordination.     

Children's disability law: the more things change, the more they stay the same

The social security system insures both children and adults who are disabled. Over the years, the Social Security Administration and the courts have developed a number of tests to determine whether a child is eligible to receive social security benefits. In 1997, as part of its attempt to reform welfare, Congress laid out a new, arguably more restrictive standard that must be met before a child can be deemed "disabled." For all of the apparent changes, however, it is unclear how much the standards have changed in practice.

This article examines the Gorbachev regime's strategies in reorienting Soviet foreign policy toward the nations of Southeast Asia. It reviews and evaluates the tactics of public diplomacy and persuasion which Gorbachev and his advisers utilized extensively in their attempt to construct a new Soviet agenda toward Southeast Asia.
