Kidnapping for ransom is not a new phenomenon. According to the Control Risk Group, an international risk consultancy, kidnappings
of foreign nationals globally have increased by 275% over the past 10 years. High profile incidents such as the tourist kidnappings
in 2000 by the Abu Sayyaf group, operating out of the troubled southern region of the Philippines, show that South East Asia
has its own regionalised kidnapping hotspots. It is suspected that a high proportion of kidnappings are perpetrated by economically
motivated crime groups but it is not possible to estimate with any degree of accuracy what percentage can be attributed to
organised crime. This article will provide an overview of the problem, drawing upon existing literature available in the public
domain. A typological discussion will show the critical differences between the various categories of kidnapping. The reliability
of existing statistics, categorisation and recording of kidnapping for ransom will also be scrutinised, in particular for
their variability across the region, to see whether this presents a barrier to a better understanding of the size and seriousness
of the problem. As kidnapping for ransom incidents are becoming increasingly transnational in character, the final section
will highlight the desirability of formulating and agreeing upon regional standardised definitions and counting rules for

Estimating the applied power during a stabbing incident, or estimating the minimal force necessary to penetrate the body with a certain weapon is a challenging task in forensic practice. A thorough forensic evaluation of stabbing forces needs objective numerical experimental data. Stabbing tests of 12 different weapons – including knives, a pair of scissors, a fork, screwdrivers, a rasp, a corkscrew, and a utility knife blade – were performed with a Mecmesin MultiTest-dV material tester on pork loin and ballistic gel to estimate the stabbing forces and dynamics. Penetration force (Fp) and maximal force (Fmax) were recorded, and the registered force curves were analyzed. Fmax was 159.8–212.07 Newton (N), 30.56–30.58 N, 168.9–185.48 N for various knives; 171.39–190.43 N for the pair of scissors, 233.6 N for the fork; 532.65–562.65 N, 370.31–367.19 N and 314.51–432.89 N for various screwdrivers, 44.14–56.62 N for utility knife during pork loin stabbing. The butter knife, corkscrew and rasp were not able to penetrate the pork loin, and the curved fork bent during stabbing. The results prove that weapon characteristics greatly influence the force necessary for penetration. Maximal stabbing force depends mostly on tip sharpness, and the force sharply decreases after penetration occurs, which indicates that edge sharpness is not as important as tip characteristics during stabbing perpendicular to skin surface. The penetration force during stabbing with a pair of scissors is comparable to the penetration force of knives. Stabbing with screwdrivers generally needs larger force than average knives but depends greatly on screwdriver size. 相似文献

This study explores the nexus between financial development, access to electricity, and CO2 emissions in Pakistan over the period from 1990 to 2015, incorporating the role of natural resources and population growth. We checked the stationarity of the data by using three different unit root tests (ADF, Phillip Pesaran, and DG‐FLS). Long‐ and short‐run elasticities have been determined through auto‐regressive distributive lag (ARDL) method. The empirical results confirmed that financial development and access to electricity increase CO2 emissions and deteriorate the environmental quality. In addition, the population growth is responsible for growing CO2 emissions in Pakistan, while natural resources have insignificant relation with CO2 emissions. Furthermore, bidirectional causality exists between population growth and natural resources, whereas unidirectional causality is detected among financial development and CO2 emissions, natural resources and population growth, and financial development and population growth. The newly developed findings suggest helpful policy implications to adequately address the issue of CO2 emissions without compromising economic development. 相似文献

This study is the first to explore the STAR Community Rating System® (STAR), a data-driven sustainability framework and certification program launched in October 2012, that allows local governments to measure their sustainability performance and progress relative to other communities. This research identifies and analyzes the major characteristics of the communities that are currently participating in the program. A discussion of the findings and policy recommendations should help increase the membership and effectiveness of the STAR system. More importantly, it reinforces the enormous potential that local governments have with respect to leveraging the synergies between economic, environmental, and societal priorities. 相似文献
