RHODES' CONTRIBUTION TO GOVERNANCE THEORY: PRAISE,CRITICISM AND THE FUTURE GOVERNANCE DEBATE

This article discusses Rod Rhodes' contribution to governance theory. Rod Rhodes' work on governance has been much quoted. He has contributed to setting a new governance agenda and to an ongoing governance debate. This debate has also had an impact on political practice. However, as this paper argues, Rhodes' definition of governance is problematic in that it is narrowly identified with networks, and it is not consistently applied. Rhodes' concept of governance remains too narrow for it to be able to include a comparative analysis of a variation of governance forms. In addition, the governance concept needs to be equipped with tools from political economy in order be able to incorporate important aspects of interests, power and conflict. The way forward for governance theory would seem to involve the inclusion of political economy analysis of context as it affects beliefs and dilemmas.

Wir fassen kurz die wichtigsten Ergebnisse unserer Länderstudien im Gebäudeversicherungsmarkt zusammen. Wir versuchen aus unseren Beobachtungen Schlüsse zu ziehen, wie die Versicherung gegen Naturkatastrophen institutionell organisiert werden sollte. Wir kommen zum Ergebnis, dass aus Gründen der Effizienz (niedrigere Verwaltungs‐ und Vertriebskosten) und um Probleme der Risikoselektion zu vermeiden, öffentlichen Monopolen auf diesem Markt eine wichtige Rolle zukommen sollte. Ein weiterer gewichtiger Vorteil der Monopollösung ist die Tatsache, dass diese Institutionen starke Anreize haben, sich für eine effiziente Prävention einzusetzen.     

Purifying the World: What the New Radical Ideology Stands For

The past decade has seen the coalescence of a new ideology that envisions social movements in a cataclysmic struggle against global capitalist Empire. Controlled by U.S. militarism and multinational corporations, in cahoots with Zionism, Empire contaminates environments and destroys cultures. Its defeat will bring about a new era of social justice and sustainable development, in which the diverse cultures harmoniously share the earth. Is this a totalitarian ideology? From fascist and communist precedents, we learn that lovers of renewed humanity are not sufficiently motivated by abstract ideals. They must also identify humanity's enemy, the cause of all suffering. Equipped with a scapegoat, diverse communities can achieve solidarity through shared execration.     

THE EFFECTS OF DIVORCE AND CUSTODY ARRANGEMENTS ON CHILDREN'S BEHAVIOR, DEVELOPMENT, AND ADJUSTMENT

This article summarizes the consensus among a group of experts from developmental and clinical psychology, sociology, social welfare, and law who sought to evaluate existing empirical evidence regarding the ways in which children are affected by divorce and the varying custody arrangements that follow it. Divorce and/or single parenthood tend to have adverse effects on children's adjustment, with the magnitude of the effects varying depending on the psychological status of the two parents, the extent of conflict between them, and the financial circumstances, particularly after divorce. Children whose nonresidential parents continue to support them financially, those whose custodial parents are psychologically healthy, and those who have and maintain meaningful relationships with nonresidential parents tend to be affected less by the divorce, especially when there is no conflict between the parents. Interventions should thus be designed with these factors in mind.     

Proximal and Distal Effects of Sensation Seeking and Parenting Environments on Alcohol Use Trajectories from Early Adolescence to Early Adulthood

Adolescent alcohol use is related to disinhibition traits and family environments. However, research is scarce on whether these factors predict alcohol use trajectories distally, from early adolescence into early adulthood. We examined whether sensation seeking and parenting environments in early adolescence predicted adolescents’ alcohol use trajectories proximally (middle-adolescence) and distally (early adulthood). Using four waves of data from 345 adolescents (51.3% female; 80% white) and their primary caregivers, we estimated adolescents’ alcohol use trajectories and examined variability in these by sensation seeking and parental control. The findings revealed distal, positive associations between sensation seeking and alcohol use; and negative, proximal associations between parental control and alcohol use. Also proximally, there was a significant interaction between sensation seeking and parental control. We discuss implications for theory and practice.     

Accuracy of Investigators' Verbatim Notes of Their Forensic Interviews with Alleged Child Abuse Victims

Verbatim contemporaneous accounts of 20 investigative interviews were compared with audiotaped recordings thereof. More than half (57%) of the interviewers' utterances along with 25% of the incident-relevant details provided by the children were not reported in the verbatim notes. The structure of the interviews was also represented inaccurately in these accounts. Fewer than half (44%) of the details provided by the children were attributed to the correct eliciting utterance type. Investigators systematically misattributed details to more open rather than more focused prompts. These results underscore the superiority of electronic recording when the content and structure of investigative interviews must be preserved.
