Until the 2007 Duma election, the Russian polity displayed several characteristics that should have allowed regional leaders to have an impact on deputies: a federalist system, an electoral system that encouraged regional representation, weak political parties, and regional leaders with electoral resources. Recent research on Russian mixed-member Duma elections argues that governors influenced the election of single-member district deputies. This raises the spectre that governors could have influenced the behaviour of these deputies. Using data from the third post-communist Duma, I demonstrate that single-member district deputies backed by regional leaders in the 1999 Duma election behaved differently from others in two critical areas: parliamentary party choice and support for the presidential legislative agenda. Governor support did not, however, affect committee choice.  相似文献

Women's participation in the labour market is on the rise, and employment opportunities available to working women have increased greatly. However, working women in Hong Kong are still disproportionately underrepresented in higher status occupations. Despite general improvement in their educational attainment, women are still unequally paid. Their role in the workplace is still very much constrained and impeded by their familial role. Hong Kong women's continuing subordination in the workplace lies in the domination of the Chinese patriarchal family in industrial Hong Kong. Women experience institutional discrimination insofar as other institutions and the public at large also subscribe to culturally entrenched prejudices and discriminatory practices against women. It appears that women's subordinate status will not change in the foreseeable future.  相似文献

In many systems, legislators find themselves accountable to multiple principals. This article seeks to further answer how legislators decide between their principals and what factors condition legislators to choose one over the other. We argue that electoral uncertainty, operationalized as electoral volatility, pushes legislators towards the principal that has the greatest influence over their re‐election. Using European Parliament electoral results and roll‐call data from the second to the sixth European Parliaments (1984–2009), we show that increases in electoral volatility decreased European group cohesion and pushed legislators to side more with the positions of their national parties over their European group when the two disagreed.  相似文献

The role of the central bank as an instrument of government economic supervision has entered a period of flux, owing to the combined forces of financial deregulation, technological advance, monetary innovation and banking globalisation. Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. This result questions the usefulness of the party unity assumption.  相似文献

This article examines the changing patterns of poverty in Singapore. As Singapore's population ages, the poor increasingly includes the elderly. It appears that ascribed factors, such as gender and race, have significant influence on financial security at old age. This study compares the use of stigmatizing and reintegrative shame - as specified in Braithwaite's Crime, shame and reintegration (1989) - across traditional criminal court and mental health court settings. Items from the Global Observational Ratings Instrument were used to gather data on 87 traditional court cases and 91 mental health court cases, presided over by five different judges. The observational items capture three constructs: respect, disapproval, and forgiveness, as they apply to Braithwaite's theory. We present means tests to examine differences in shaming between court types and judges. Findings show that the mental health court is more likely to use reintegrative shaming and show respect and forgiveness for offenders, and less likely to show disapproval. Similarly, judges who preside in both court types are significantly more likely to practice reintegrative shaming in the mental health court context. We further explore these findings using field notes and illustrate those components of a mental health court that are conducive to reintegrative shaming.  相似文献

Critics of Ukraine's single‐member district majoritarian and mixed‐member majoritarian electoral systems argue that they undermined the efficiency of the Supreme Rada by permitting nonpartisan single‐member district deputies to enter the legislature in large numbers. Such deputies changed parties and ignored party positions. This article argues that the effect of the differences in how legislators are elected is dependent upon whether legislators are partisans. The statistical analysis of party switching and party cohesion in the Rada from 1998 to 2002 shows that nonpartisan single‐member district deputies were the most likely to switch parties and the least cohesive.  相似文献
